The electric motor in this project refers to an electromagnetic device that realizes the conversion or transfer of electrical energy based on the law of electromagnetic induction. Relying on the 400,000-ton high-quality new energy electromagnetic material (silicon steel) series products of Jilin Jianlong, and connecting with the first-phase 250,000-ton non-oriented silicon steel project, the project plans to introduce an electric motor manufacturing project. After the completion of the project, it is of great significance for extending the industrial chain of Jilin Jianlong, optimizing the downstream product structure, and enhancing the market competitiveness of the overall industry.

(1) Status analysis of high-end equipment manufacturing industry

As the core field of the manufacturing industry, the high-end equipment manufacturing industry is an important manifestation of a country's economic strength and scientific and technological level. In recent years, China's high-end equipment manufacturing industry has made remarkable progress driven by policy support, technological innovation, and market demand, but it also faces many challenges.

In recent years, the total output value of China's high-end equipment manufacturing industry has maintained a relatively high annual growth rate. For example, in the past five years, the total output value of the high-end equipment manufacturing industry has increased by about 15% annually on average, and by 2023, it has exceeded the 10-trillion-yuan mark. Taking the Yangtze River Delta region as an example, this region has gathered numerous high-end equipment manufacturing enterprises, scientific research institutions, and universities, with a complete industrial supporting system and strong collaborative innovation capabilities. In 2023, the output value of the high-end equipment manufacturing industry in the Yangtze River Delta region accounted for about 35% of the national total, becoming an important growth pole for promoting the development of China's high-end equipment manufacturing industry.

The share of China's high-end equipment manufacturing products in the international market has been continuously expanding. For example, in the construction machinery field, the products of enterprises such as SANY Heavy Industry and Zoomlion are sold worldwide, and the export value in 2023 increased by about 20% year-on-year; in the power equipment field, China's UHV power transmission technology and equipment have strong competitiveness in the international market and have been exported to many countries and regions. 

Although breakthroughs have been made in some key technologies, in core technology fields such as high-end chips, high-end CNC machine tools, and industrial software, there is still a large gap between China and developed countries. For example, the self-sufficiency rate of high-end chips is less than 20%, and there is a serious dependence on imports, which to a certain extent restricts the development of the high-end equipment manufacturing industry. 

China's high-end equipment manufacturing industry has made great progress in the past, with the continuous expansion of the industry scale, the gradual improvement of technological innovation capabilities, and the enhancement of international market competitiveness. However, it must also be clearly recognized that the industry still faces many problems, such as core technology weaknesses, unbalanced development, shortage of talents, insufficient enterprise innovation capabilities, and high international competition pressure. In order to promote the high-quality development of China's high-end equipment manufacturing industry, the government, enterprises, and all sectors of society should work together to increase R&D investment, strengthen core technology research, optimize the industrial layout, cultivate and introduce high-end talents, improve enterprise innovation capabilities, and actively respond to international competition challenges.

An industrial motor refers to an electric motor applied in the industrial field, which is used to convert electrical energy into mechanical energy in industrial scenarios. Specific applications include the petroleum, bulk chemicals, food, coal products, primary metals, paper-making, etc. industries, and are specifically used in pumps, fans, conveyors, and compressors

Under the background of global energy consumption reduction, the European Union and countries and regions such as France and Germany have introduced policies for high-efficiency energy conservation, promoting the accelerated development of the global industrial motor industry. In 2022, the global output of industrial motors was 1,257.15 million kilowatts, and it is expected that the output of industrial motors will reach 1,583.65 million kilowatts in 2025. Industrial motors are electromagnetic mechanical devices that use the interaction between electricity and magnetism to achieve energy conversion and transfer. Industrial motors are also an important part of China's energy development. In recent years, with the promotion of China's policies, industrial motor manufacturing has been developing in the direction of high-efficiency energy conservation, and the output has also been increasing. In 2022, it reached 384.61 million kilowatts, and in 2023, it reached 412.45 million kilowatts.

The "14th Five-year Plan for the Development of Intelligent Manufacturing" points out that it is necessary to vigorously develop intelligent manufacturing equipment; in view of the shortcomings and weaknesses in the perception, control, decision-making, and execution links, strengthen the joint innovation of industry, academia, and research; break through a number of "bottleneck-restricting" basic components and devices; promote the in-depth integration of advanced processes, information technology, and manufacturing equipment; through the construction of intelligent workshops/factories, drive the accelerated research, development, and iterative upgrading of general-purpose and special-purpose intelligent manufacturing equipment; push the innovative application of new technologies such as digital twins and artificial intelligence, and develop a number of internationally advanced new intelligent manufacturing equipment.

The "Industrial Energy Efficiency Improvement Action Plan" mentions that it is necessary to promote the energy-saving, efficiency-improving, transformation, and upgrading of key industries, and accelerate the industrial application of advanced near-net-shape forming process technologies such as integrated die-casting, mold-free casting, ultra-high-strength steel hot-forming, precision cold forging, heterogeneous material welding, lightweight of lightweight high-strength alloys, and laser heat treatment.

In 2024, the National Development and Reform Commission issued the "Action Plan for Promoting the High-Quality Construction of National-level New Areas", proposing to focus on industries with an annual output value of 100 billion yuan in new areas such as automobiles, new displays, equipment manufacturing, petrochemicals, intelligent home appliances, and textiles, or 1-2 leading industries. The provinces (cities) where they are located shall put forward targeted policy measures to support the implementation of the manufacturing technology transformation and upgrading project, strengthen the guarantee level of resource elements, and attract the agglomeration of key links in the industrial chain.

The "Investment Promotion Policy of Jilin City" clearly states that the projects invested by the Jilin City Industrial Investment Guidance Fund should comply with national and relevant industrial policies and development plans, and focus on investing in relevant industries in Jilin City's "6411" industrial plan, such as tourism, medical and health, aviation, information technology, new materials, advanced equipment manufacturing, biotechnology, energy conservation and environmental protection, new energy, cultural and creative industries, modern agriculture, modern service industries, and other fields that the municipal government focuses on supporting for development. Give key inclinations in the allocation of production factors, and give priority to recommending relevant national and provincial special funds for support.

(2) Resource advantage

Jilin City has great development potential in resources such as hydropower, wind energy, solar energy, biomass energy, and oil shale. The water system in Jilin City is well-developed, and the hydropower resources are abundant. It is composed of parts of the Songhua River, Lalin River, and Mudanjiang River systems and their tributaries. The annual available water resources volume is 17 billion cubic meters. The per capita water resources volume is 1.8 times the national average level and 5.4 times that of northern cities. It can not only fully develop hydropower projects but also has the conditions for building large-scale pumped-storage power stations. The equivalent full-load grid-connected hours of wind power in various regions mainly range in 2000-3300 hours. Jilin City is located in the central part of Jilin Province, and the total solar radiation is between 4800-5000 megajoules per square meter. The radiation in all regions of the city is basically the same. The annual sunshine distribution is basically the same as the solar radiation distribution, with an average annual power-generation hours of 1320 hours. Jilin City is an important grain production base in the province, with abundant resources of crop straws and forestry processing residues, and has superior conditions for the utilization of biomass energy. Among them, the annual output of agricultural straw resources is 6.53 million tons, and the annual output of forestry resources is 1.5 million tons, both of which can be used for the development of biomass energy. The water resources in the Songhua River Basin are abundant, and the regional seismic geology and engineering geological conditions are stable, providing favorable conditions for the development of nuclear energy. In the early stage, the site selection of nuclear power projects has been carried out in Liangjiashan in Shulan, Songjiang in Jiaohe, and Jiangtaidian in Huadian. At the same time, research has been carried out on promoting the small-scale nuclear-energy-heating project, and there is a certain foundation for the development of nuclear energy resources. 

The city's power-generation capacity is 10 million kilowatts. During the "14th Five-year Plan" period, the new installed capacity is 3.279 million kilowatts, with an average annual growth of 8.3%. Among them, coal-fired power generation is 3.07 million kilowatts, accounting for 30.7%; gas-fired power generation is 0.86 million kilowatts, accounting for 8.6%; wind power is 1.54 million kilowatts, accounting for 15.4%; photovoltaic power generation is 0.7 million kilowatts, accounting for 7%; hydropower is 3.5 million kilowatts (conventional hydropower is 3.2 million kilowatts, pumped-storage is 0.3 million kilowatts), accounting for 35%; biomass power generation is 0.27 million kilowatts, accounting for 2.7%; waste-to-energy power generation is 0.058 million kilowatts, accounting for 0.6%. The installed capacity of new energy and renewable energy accounts for 60.7% of the total installed capacity. It is expected that the power generation in 2025 will be 20.63 billion kilowatt-hours, and the total transformation capacity of the urban and rural power grid will reach 4891.1 megavolt-amperes. 

Jilin City has a large stock of developable land resources. The newly added land and reserved land can meet the needs of new projects, and the land price is at a low level among the 41 cities in Northeast China. 

(3) Industrial advantage

Jilin City is an old industrial base city in Northeast China, known as the cradle of the national chemical industry, the first metallurgical industry base, and the mother of hydropower in New China. Among the 156 key national projects during the "1st Five-year Plan" period, "7.5" projects were located in Jilin City (the construction and commissioning of Jilin Dye Factory, Jilin Fertilizer Factory, Jilin Calcium Carbide Factory, Jilin Carbon Factory, Jilin Ferroalloy Factory, Jilin Thermal Power Plant, New China Sugar Factory, and the renovation and expansion of Fengman Power Plant), contributing the first bag of fertilizer, the first barrel of dye, and the first furnace of calcium carbide to the country. In terms of the chemical industry, it has nearly a thousand sets of chemical industrial-grade above-scale devices. The 1.2-million-ton ethylene transformation and upgrading project of Jilin Chemical Industry with a total investment of 33.9 billion yuan is being advanced in an orderly manner. This is the largest single-investment industrial project in Jilin Province since the founding of New China and the first chemical project of CNPC Group that uses all green electricity. After its completion and commissioning, PetroChina Jilin Chemical Company will move towards a world-class enterprise. In terms of the carbon fiber industry, it has the only "National High-tech Industrialization Base for Carbon Fiber" approved by the Ministry of Science and Technology, forming the most complete domestic carbon fiber industry chain from "acrylonitrile-acrylonitrile-based precursor-carbon fiber-downstream products". The precursor production capacity ranks first in the world, and the carbon fiber production capacity ranks first in China and second in the world. In terms of the metallurgical industry, it has the largest metallurgical base in the province, 2 national-level metallurgical technology centers, and Jianlong Group has become the largest steel-producing enterprise in the province.

 Jilin Jianlong Iron and Steel Co., Ltd. entered the silicon-steel track in 2022, established a technology research and development center, and hired several senior experts in the silicon-steel industry to form a scientific research team. Currently, it can produce 0.2mm high-end new-energy non-oriented silicon-steel products, which are top-grade products on the market. Their various performance indexes are more excellent. Compared with ordinary silicon-steel products, the rolling cost of 0.2mm products is about 20% to 30% higher, but the efficiency is higher, and the application fields are also wider.

The upstream materials of the project can cooperate with local raw-material enterprises to ensure the integrity of the industrial chain and the supply of raw materials.

(4) Talent advantage

Jilin City is home to universities such as Northeast Electric Power University, Jilin Institute of Chemical Technology, Beihua University, Jilin Agricultural Science and Technology University, Jilin Medical University, Jilin Vocational and Technical College of Electronic Information, Jilin Vocational and Technical College of Industry, Jilin Railway Vocational and Technical College, and Jilin General Aviation Vocational and Technical College. These institutions offer majors related to automobiles, providing a continuous supply of talent support for auto parts manufacturing enterprises.

Meanwhile, Jilin City has a large number of high-quality industrial workers. After being trained by enterprises and public welfare institutions, more than 10,000 skilled workers are dispatched to society every year, and over 20,000 person-times of various types of personnel are trained for the society.
