2.1 Basic information of unit

2.2 Overview

Nanguan District is located in the central southern part of Changchun City. It starts from Renmin Street in the west to connect with Chaoyang District, and ends at Xinfa Road, Shanghai Road, and Guangfu Road in the north to connect with Kuancheng District. It faces Erdao District across the Yitong River in the east and reaches the boundaries of Xinli Town and Yongchun Township in the south to be adjacent to Jingyue Development Zone and High-tech Development Zone. After 9 times of regional adjustments, the area under its jurisdiction has sharply decreased from 497 square kilometers to 80 square kilometers, making it the smallest urban district in Changchun City. It has jurisdiction over total 13 sub-districts, 1 township (town), 7 administrative villages, 65 communities, 665 grids, and 1 city-level development zone (Changchun Economic Development Zone, South of the City). Its registered population is about 488,000, and its actual resident population is about 657,700.

Compared with other urban districts, it has five characteristics:  

Firstly, it has the longest development history. During the reign of Emperor Daoguang in the Qing Dynasty, the largest village within a radius of several hundred miles has been formed. In 1825, the “Changchun Ting” was relocated here, forming the embryonic form of Changchun City. In history, there is a saying that “there was Nanguan first, and then Changchun”. Since its establishment, Changchun City has always been accompanied by the imprint of Nanguan’s development.  

Secondly, it has the highest urbanization rate. After many years of development and construction, Nanguan District has achieved the transformation from urban-rural structure to urban structure. Its service industry has become an industry with absolute advantage, contributing 87% to the district-level finance.  

Fifthly, it has the highest GDP per square kilometer of land. As the central urban district of Changchun City, Nanguan District gradually relies on the headquarters and the agglomeration development of building economy, especially the high-quality development of modern service industry led by finance, to break through the development bottleneck of limited land space and single industrial structure. In 2023, its GDP made a historical breakthrough of 50 billion yuan, and its GDP created per square kilometer of land led the city all the time. In 2023, its GDP per square kilometer of land reached 652 million yuan, which was 311 million yuan higher than the average level of the five urban districts.
