In 2020, the Office of the Liaoyuan Municipal People’s Government issued the Implementation Measures for Flexible Transfer of Industrial Land in Liaoyuan City (For Trial Implementation), proposing that: We should supply industrial land through flexible lease term, first lease and then transfer, a combination of lease and transfer, and long-term lease through bidding, auction, and listing in accordance with the law; The flexible transfer term for industrial land should be generally 10, 20, 30, and 40 years.
