1. Introduction to the Project

1.1 Project background

1.1.1 Project introduction

Under the backdrop of the global energy structure's transformation, the integrated photovoltaic, storage, and charging technology, with its outstanding performance and potential, is rapidly emerging as a core driving force for the future development of green energy. The Green Energy Integration Demonstration Park project is a new energy + industrial park, whose primary objective is to achieve the production, storage, and utilization of new energy through green energy, promoting the green and low-carbon transformation of energy.

The project is located in the digital economy starting area of Jingyue High-tech Zone in Changchun City, to promote the use of low-carbon technologies and products, such as distributed photovoltaic, ground source heat pump, hydrogen energy, etc., to reduce carbon emissions in the park. Build a green transport network, promote the use of new energy vehicles, and reduce carbon emissions in the transport sector. Implement measures to save energy and reduce consumption, improve energy efficiency, and reduce energy and material consumption. Cultivate and gather green and low-carbon industries such as energy conservation, environmental protection, clean production, clean energy research and development, and form green and low-carbon industrial clusters. Introduce and cultivate strategic emerging industries such as new energy and new materials, and promote industrial transformation and upgrading in the park.

1.1.2 Market prospect

(1) International market supply and demand situation and forecast

With the strengthening of global action against climate change, governments have actively introduced policy measures to promote the development of new energy. For example, the European Union, the United States, and China have developed long-term energy plans that prioritize clean energy sources such as wind and solar. The IEA also predicts that under existing policy and market conditions, global renewable energy installed capacity will reach 7,300 gigawatts between 2023 and 2028, with wind and solar combined to overtake hydropower and nuclear power, respectively, in the next few years. From above all, this suggests that the electricity market of the future will be more dependent on renewable energy.

At a regional level, the Asia-Pacific region's electricity demand growth is mainly met by renewable energy, with nearly 60% of the incremental demand in 2022 provided by renewables. The Americas region is also showing signs of renewable energy growth, with electricity demand in the region growing by 2.3% in 2022, with renewables accounting for the largest share. In Europe, the rapid growth of renewables has led to a decline in electricity generation from fossil fuels, which is expected to lead to a significant reduction in coal and gas generation by 2025.

In addition, energy storage technology is also regarded as an important means to support new energy generation. As the proportion of renewable energy in the power generation structure increases, how to balance the power system becomes a major challenge, and energy storage systems through frequency control and peak-valley spread arbitrage will play an increasingly important role.

With the transformation of the global energy structure and the support of national policies, the new energy industry represented by wind energy and photovoltaic has shown a strong growth momentum in the domestic market. In order to achieve the Carbon Peaking and Carbon Neutrality Goals, the state has continuously introduced favorable policies, which has promoted the steady growth of new energy installed capacity and power generation, of which wind power and photovoltaic performance is particularly outstanding. Meanwhile, technological progress and scale effects have also promoted the reduction of system construction costs, making the competitiveness of new energy in the power market continue to increase.

(2) Project market prospect

In May 2022, the National Development and Reform Commission and the National Energy Administration issued the "Implementation Plan on Promoting the High-quality Development of New Energy in the New Era", which proposed seven policy measures in innovative development and utilization models and the construction of new power systems, pointing out the direction for the development of the new energy industry. On November 13, 2023, the Provincial Energy Bureau issued the "Implementation Plan on the Distribution Right of Four Pilot Modes of ‘Green Electricity + Consumption’ New Energy Construction Indicators (trial)”. For zero carbon industrial park pilot supporting the construction of incremental distribution network, load (wind and fire bundle) supporting new energy consumption, new energy direct supply (including amino green energy) and isolated network operation four pilot models.

At present, Jingyue District continues to gather key elements for the development of film and television industry, improve the ecosystem of film and television industry, accelerate the high-quality development of film and television cultural and creative industry, hone the business card of Changchun "film city", and take the new energy industry as an important development direction. With the production of projects such as the International Film Capital shooting base, Wandamao, computing center, film and television cultural and creative incubator, etc., annual electricity consumption is expected to reach 2.5 billion KWH. Planning and construction of "green energy integration demonstration park" is not only an important measure to implement the development of the province's new energy industry, but also in line with the current development needs of Jingyue District. The project construction is very necessary, and the market prospects are optimistic.

1.1.3 Advantageous conditions of project construction

(1) Policy advantageous

In terms of photovoltaic, the "14th Five-Year Plan" New Energy Storage Development Implementation Plan points out that a high proportion of renewable energy base is supported. Relying on the stock and the "14th Five-Year Plan" new cross-provincial transmission channels, in the Northeast, North China, Northwest, Southwest and other regions to give full play to the role of large-scale new energy storage, through the "wind, water, fire and storage integration" multi-energy complementary model, to promote large-scale new energy across provincial and regional transmission and consumption, improve channel utilization and renewable energy proportion. We will increase support for "new energy + storage". In areas with a high proportion of new energy installed capacity and high system peak load operation pressure, we will actively guide new energy power stations to configure new energy storage in a market-oriented way. For new energy power generation projects that support the construction of new energy storage or implement energy storage in a shared mode, combined with the level of energy storage technology and system benefits, priority can be given to competitive configuration, project approval, grid-connection timing, guaranteed utilization hours, and power service compensation assessment.

The National Energy Administration and the Ministry of Science and Technology issued the “14th Five-Year Plan” for Scientific and Technological Innovation in the Field of Energy. The Plan puts forward the overall goal of energy science and technology innovation before 2025. Focusing on advanced renewable energy, new power systems, safe and efficient nuclear energy, green and efficient fossil energy development and utilization, and energy digitalization and intelligence, it determines relevant tasks of concentrated research, demonstration tests and application promotion, and formulates a technology roadmap.
