1 Introduction to the Project

1.1 Project background

1.1.1 Product introduction

The global demand for renewable energy is constantly increasing, and wind energy, as a clean and renewable energy source, has many advantages. The construction of distributed wind farms can reduce dependence on land resources, minimize environmental impact, improve energy efficiency, and provide support for the economic development of Qianguo County.

1.1.2 Market prospect

(1) Current global wind power market

At present, the global wind power market is rapidly developing, especially in regions such as China, Europe, and North America. Wind power has become an important component of the global renewable energy sector, and many countries have formulated corresponding policies and plans to actively promote the development of the wind power industry.

According to the report from the Energy Research Center of the National Development and Reform Commission, it is predicted that by 2030 and 2050, China's installed wind power capacity will reach 400 million and 1 billion kilowatts, respectively, meeting the 8% electricity demand in 2030 and the 17% electricity demand in 2050. The national wind power development plan is: Before 2020, onshore wind power will be the main focus, and offshore wind power demonstration will be carried out; From 2021 to 2030, both onshore and shallow-water offshore wind power will be equally developed, and deep-water offshore wind power demonstrations will be carried out; From 2031 to 2050, comprehensive development of onshore wind power, shallow-water offshore wind power, and deep-water offshore wind power in the eastern, central, and western regions will be achieved. After 2030, the widespread application of energy storage, smart grid, and other advanced power system technologies will fundamentally solve the problems of wind power grid connection and consumption.

In the Renewable Energy Law of the People's Republic of China, corresponding provisions have been made for the admission conditions and management methods of renewable energy resource development projects, that is, projects in which enterprises develop wind energy, solar energy, and biomass energy resources to a certain scale shall be approved by the energy competent department of the provincial people's government and filed with the energy competent department of the State Council. Subsidies for renewable energy shall be allocated fairly to all enterprises, regardless of their ownership. In the field of renewable energy development, market rules and access shall be equally applied to ensure a level playing field.

In the development of renewable energy, wind power generation is the most mature and commercially viable power generation method besides hydro-power. Therefore, large-scale development of wind power has become one of the main ways for China to utilize renewable energy. Nowadays, in the context of the implementation of the National Renewable Energy Law, energy companies shall take the lead in occupying the wind power market, which is economically reasonable and in line with the market development laws.

According to the national laws and regulations on the Renewable Energy Law of the People's Republic of China, the Energy Conservation Law of the People's Republic of China, the Management Regulations on Renewable Energy Power Generation, and the Trial Measures for the Management of Renewable Energy Power Generation Prices and Cost Sharing, this project is an encouraged construction project of China.

(2) Jilin Province wind power market analysis

Developing new energy is an important way for China to achieve sustainable development and an important component of Chinese energy development strategy. Jilin Province is currently in the stage of economic structural transformation and development. Therefore, Jilin Province will focus on improving energy structure and encouraging the use of renewable energy such as wind energy.

Jilin Province is one of the few provinces with relatively complete types of new and renewable energy resources, with abundant reserves of hydropower, wind energy, biomass energy, solar energy, and geothermal energy resources. At the same time, Jilin Province has insufficient reserves of fossil fuels, with a shortage of coal, oil, and gas, and a coal self-sufficiency rate of less than 50%. The development of new and renewable energy has unique resources and market conditions.

The 14th Five Year Plan for National Economic and Social Development and the 2035 Long Range Objectives of Jilin Province clearly state that the top priority for key power projects is the "Wind and Solar Three Gorges" project. The "Wind and Solar Three Gorges" Project refers to a national-level wind and solar energy production base under construction in the western region of Jilin Province, with planned installed capacity equivalent to that of the Three Gorges Hydropower Station on the Yangtze River (22.5 million kilowatts). The advantages of abundant wind and solar resources and unused land in Baicheng, Songyuan, and other areas shall be fully leveraged to vigorously develop wind and photovoltaic power generation, and build three new energy production bases with a capacity of 10 million kilowatts for consumption, transmission, and hydrogen production within the province. By the end of the 14th Five Year Plan, the installed capacity of wind and photovoltaic power generation aims to reach 30 million kilowatts, surpassing the installed capacity of the Three Gorges Dam on the Yangtze River.

(3) Market prospects of distributed wind power projects in Songyuan City

In recent years, the newly installed capacity of decentralized wind power in China has been increasing year by year, and the market size continues to expand. The development and construction of decentralized wind power projects require high capital and technological investment, so there are relatively few enterprises participating in market competition, and most of them are state-owned enterprises with financial strength. With the increasing government support for renewable energy and the continuous development of the electricity market, the market prospects for decentralized wind power projects are broad. The project area belongs to the temperate continental monsoon climate zone, mainly controlled by the westerly wind belt throughout the year, with abundant and high-quality wind energy resources. Compared with other regions in China, wind energy resources have the characteristics of high wind shear, stable wind speed, low extreme maximum wind speed, high air density, and large exploitable area. This project fully utilizes the characteristics of local wind resources and has an optimistic market prospect for the construction of wind power projects.

1.1.3 Technical analysis

(1) Definition and characteristics

Global decentralized wind power refers to the use of small-scale and widely distributed wind power generation systems, typically with installed capacities ranging from 100 kilowatts to 2 megawatts. Its characteristics include low capital investment, flexible site selection, strong adaptability, low environmental impact, and the ability to reduce power transmission losses and improve energy utilization efficiency. In addition, distributed wind power can provide reliable power supply for remote areas and alleviate local energy shortages.

(2) Key technology analysis

Design of small wind turbines: The design of small wind turbines is crucial, and designers are exploring new solutions to improve wind energy conversion efficiency while ensuring that the equipment can operate efficiently in low wind speed environments. The design and material selection of fan blades have become core technologies that urgently need to be addressed.

Intelligent control system: With the development of AI and IoT technology, the implementation of intelligent control systems provides strong support for the optimization and scheduling of distributed wind power in the entire region. Through real-time data monitoring, the intelligent control system can dynamically adjust the operating status of the wind turbine to adapt to changing weather conditions and power grid demands.

Energy storage technology: The combination of energy storage technology is an important means to enhance the reliability of distributed wind power across the entire region. The issues that need to be addressed include the rational configuration of energy storage facilities, ensuring that instantaneous output matches user needs, and improving the overall operational efficiency of the system.

Micro-grid technology: Distributed wind power typically works together with other renewable energy sources to form a micro-grid that can operate independently under specific conditions. The design and operation of a micro-grid require detailed planning based on local resources, loads, and grid conditions.

(3) Compared with centralized wind power systems, decentralized wind power systems have more obvious technological advantages:

1. Wide applicability: Distributed wind turbines can be installed in various places, which can better integrate into urban landscapes.

2. High flexibility: The scale of decentralized wind turbines can be flexibly adjusted according to actual needs, without the need to build large wind farms.

3. Environmental protection and energy conservation: Distributed wind turbines do not need to be built on large areas of land, causing minimal damage to the land and ecological environment, which is beneficial for resource conservation and environmental protection.

1.1.4 Advantageous conditions of project construction

(1) Policy advantageous

The 14th Five Year Plan for Modern Energy System states that China will accelerate the development of wind and solar power generation. The large-scale and high-quality development of wind and solar power generation shall be comprehensively promoted, on-site and nearby development and utilization shall be prioritized, the construction of distributed wind power and distributed photovoltaic programs in load centers and surrounding areas shall be accelerated, and the application of low wind speed wind power technology shall be promoted. In areas with good endowment of wind and solar energy resources, superior construction conditions, sustainable integrated development conditions, and compliance with regional ecological environment protection requirements, the centralized development of wind and photovoltaic power generation shall be orderly promoted, the construction of large-scale wind and photovoltaic base projects focusing on desert, gravel dessert, and barren land areas shall be accelerated, and the construction of multi energy complementary clean energy bases in the upper reaches of the Yellow River, Xinjiang, northern Hebei, and other regions shall be actively promoted. The development and utilization of rooftop photovoltaic projects in industrial parks and economic development zone shall be actively promoted, and the integration of photovoltaic power generation and building applications shall be popularized. Hydrogen production demonstrations through wind and photovoltaic power generation shall be carried out. The construction of offshore wind power bases shall be encouraged to promote the development of offshore wind power in deep-water offshore areas. The solar thermal power generation shall be actively developed.

The State Council's Action Plan for Carbon Peaking before 2030 points out that China shall vigorously develop new energy. The large-scale and high-quality development of wind and solar power shall be comprehensively promoted, both centralized and distributed approaches shall be adhered, and the construction of wind and photovoltaic power generation bases shall be accelerated. The innovation and upgrading of the intelligent photovoltaic industry and its characteristic applications shall be accelerated, the "photovoltaic+" model shall be innovated, and the diversified pattern of photovoltaic power generation shall be promoted.

(2) Location advantageous

Qianguo County is located in the central area of Jilin Province, Liaoning Province, Heilongjiang Province and Inner Mongolia. From the perspective of China's map, it is situated at the “eye” of the “rooster” and is a transportation hub and important node city in Northeast China. The county urban area is located in the same city with Songyuan urban area, connecting 8 cities and 14 counties, with a population of over 34 million. The domestic road network is well connected, with multiple national and provincial highways such as Daqing-Guangzhou, Hunchun-UlanHot, and Mingshui-Shenyang intersecting vertically and horizontally; The Changchun-Baicheng Railway runs through the entire area from north to south, and after the high-speed train accelerates, it only takes 50 minutes to drive from Changchun. The Songhua River and Nenjiang River waterways are unobstructed, and the Qianguo waterway can directly connect to the Russian Khabarovsk Port. Songyuan Chaganhu Airport is located within the county, connecting 9 large and medium-sized cities including Beijing, Shanghai, and Dalian, and has initially formed a three-dimensional, fast, and diversified transportation system.

(3) Industrial advantageous

Qianguo County has 7 development zones and industrial parks, including 1 provincial-level development zone (Jilin Qianguo Economic Development Zone, Chagan Lake Tourism Economic Development Zone, Cross Strait (Jilin) Ecological Agriculture Cooperation Pilot Zone combined as 1 provincial zone), 4 municipal level industrial parks (Changshan Industrial Park, Ulan Tug Industrial Park, Wangfu Industrial Park, Chaganhua Animal Husbandry (Chemical) Park), and 2 county-level parks (Hongqi Industrial Park, Chagan Lake Airport Economic Park), with a planned total area of 1291 square kilometers and complete infrastructure. Especially with the establishment of "green power" demonstration parks within the country, the comprehensive electricity price can be reduced to a minimum of 0.36 yuan/kWh, providing the most favorable electricity price for high energy consuming enterprises in the province. There are 6 state-owned enterprises located in the County, namely PetroChina Jilin Oilfield Branch, Sinopec Northeast Oil and Gas Branch, SinoChem Jilin Changshan Chemical Co., Ltd., Datang Changshan Thermal Power Plant, Northeast Oil Transportation Management Bureau, and Sinopec Jiangsu Petroleum Engineering Northeast Branch.

1.2 Contents and scale of project construction

The project covers an area of 20 hectares and has a construction scale of 442MW. 80 new wind turbines (including 60 5.6MW and 20 5.3MW) will be built, along with 80 6.2MVA box transformers. The wind turbines will have a wheel load height of 160 meters and the tower will be a hybrid tower. 20 new 66KV booster stations will be built, with a main transformer capacity of 25MVA and a voltage level of 66/35kV. Supporting facilities such as collection lines and factory roads will be constructed.

1.3 Total investment of the project and capital raising

The total investment of the project is 3 billion yuan, including the construction investment of 2.4 billion yuan.

1.4 Financial analysis and social evaluation

1.4.1 Main financial indexes

After the project reaches the production capacity, its annual sales income will be 1.9763 billion yuan, its profit will be 652.2 million yuan, its investment payback period will be 6.6 years (after the tax, including the construction period of 2 years) and its investment profit rate will be 21.7%.

1.4.2 Social evaluation

Wind energy is a clean energy source, and wind power generation is the main form of wind energy utilization. It is also one of the most mature, scalable, and commercially promising power generation methods among renewable energy sources. The construction of this project has adjusted the energy structure of Jilin Province, reduced greenhouse gas emissions, alleviated environmental pollution, and contributed to the green, low-carbon, and environmentally friendly energy structure adjustment of Jilin Province.

Overall, the construction of the project is necessary and in line with the development strategy and direction of China's energy industry. The project has good economic and social benefits.

2.2 Unit overview

Qianguo County is the only Mongolian autonomous county in Jilin Province, covering an area of 6980 square kilometers. It governs 22 townships, 18 state-owned agriculture, forestry, animal husbandry, and fishing grounds, 233 villages, with a total population of 600000. There are 25 ethnic groups including Chinese Mongolian, Han, Manchu, and Sibe. Among them, the Chinese Mongolian population accounts for 11%. There are Qianguo Irrigated Area, Chagan Lake Tourism Economic Development Zone, Jilin Qianguo Economic Development Zone, 4 municipal industrial parks, 2 county-level industrial parks, and 2 municipal animal husbandry parks in the county.  There are 5 state-owned enterprises located in the County, including PetroChina Northeast Oil and Gas Branch, Sinopec Northeast Oil and Gas Branch, SinoChem Group Changshan Chemical Co., Ltd., China Datang Group Changshan Thermal Power Plant, and PetroChina Pipeline Changchun Oil and Gas Transportation Branch.

Chagan Lake, one of the top ten freshwater lakes in China, has a total area of 500 square kilometers. It is a national AAAA level tourist attraction, a national nature reserve, and a national water conservancy scenic spot. The Songhua River and Nenjiang River flow through the territory for 93 kilometers, with an annual transit volume of 36 billion cubic meters. The county currently has 4.8 million acres of arable land, which is rich in grain crops such as corn, rice, and miscellaneous grains. It is a national key commodity grain production base county and the only international green industry demonstration zone in Jilin Province. It has been designated by the provincial government as the "First Demonstration County to Achieve Full Mechanization of Grain Production" and has been awarded the "National Advanced County in Grain Production" for several consecutive years. Its grain output has always remained among the top ten grain producing counties in the country. The forest area is 2.2 million mu, with a forest coverage rate of 21.8%. It is one of the top 100 counties for afforestation in China and a demonstration county for ecological construction in Jilin Province. The grassland covers an area of 2.7 million acres, among which the best preserved primitive grassland is 88 miles long and 40 miles wide, with an annual output of 180000 tons of high-quality grass and 1.2 million sheep and 160000 cattle. It is a national level grassland construction base county and a high-quality fine wool sheep production base county. The mineral resources are very abundant, with proven oil reserves of 320 million tons, natural gas reserves of 100 billion cubic meters, and considerable reserves of oil shale, bentonite, purple clay pottery, etc.
