1 Introduction to the Project

1.1 Project background

1.1.1 Project introduction

Wind power generation, as one of the clean energy sources, has significant importance. Wind power generation has advantages such as renewability, pollution-free, large energy, and broad prospects. Jilin province has clearly proposed to vigorously develop industries such as wind power in the 14th Five Year Plan. The project is located in Wangqing County, with an initial plan to select 4 wind turbine sites and build approximately 20MW of wind power generation.

1.1.2 Market prospect

(1) Characteristics of wind power generation

Wind power generation refers to the engineering technology that converts the kinetic energy of wind into electrical energy. The principle is to convert wind energy into mechanical energy through certain devices, such as wind turbines, and then convert mechanical energy into electrical energy. Wind power generation is a clean and pollution-free renewable energy utilization method, which has the characteristics of clean environmental protection, renewability, short infrastructure cycle, flexible installation scale, and low operation and maintenance costs.

(2) Prospect analysis of the current wind power generation market

In 2023, the national wind power generation will reach 809 TW·h, an increase of 12.3% year-on-year. Among them, in December 2023, the national wind power generation reached 81.4 TW·h, a year-on-year increase of 7.4%. The latest data from the NEA shows that in January and February 2024, the total wind power generation in China reached 149.7 TW·h, a year-on-year increase of 5.8%.

The top ten provinces and cities in China for wind power generation in 2023 are Inner Mongolia Autonomous Region, Hebei Province, Xinjiang Uygur Autonomous Region, Jiangsu Province, Shanxi Province, Shandong Province, Gansu Province, Henan Province, Guangdong Province, and Ningxia Hui Autonomous Region. Among them, Inner Mongolia Autonomous Region ranks first in wind power generation in 2023, with a cumulative wind power generation of 127.12 TW·h.

Wind power utilization rate is an important indicator for measuring the ratio between the actual power generation of wind power generation equipment and the theoretical available power generation. It reflects the operational efficiency of wind power equipment and the effective utilization of wind power resources. From January to October 2024, the national wind power utilization rate reached 97.45%, and the wind power utilization rate in 12 provinces and cities including Tianjin City, Shanghai City, Jiangsu Province, Zhejiang Province, Anhui Province, Fujian Province, and Jiangxi reached 100%.

Currently, the growing demand for renewable energy worldwide is driving the expansion of the wind power market. The scale of large-scale onshore wind power projects continues to expand, and significant breakthroughs have been made in offshore wind power development technology. Frontier technologies such as floating wind power and deep-sea wind power have begun to be commercialized. The advancement and cost reduction of energy storage technology have made the integration of wind power and energy storage systems increasingly common, effectively solving the problem of wind power output volatility and improving the energy efficiency of the power grid in accepting wind power. The national government encourages the research and application of wind power technology and the recycling of retired wind power equipment through policies such as investment subsidies, research and development support, standardized recycling standards, and improved peak shaving market trading mechanisms, promoting the green development of the wind power industry. Wind power plays an important role in renewable energy policies. With the increasing global demand for renewable energy, the wind power market will continue to expand and provide broad space for industry development.

1.1.3 Advantageous conditions of project construction

(1) Policy advantageous

The Action Plan for Peak Carbon Emissions by 2030 emphasizes the equal importance of land and sea, and promotes the coordinated and rapid development of wind power. Efforts shall be made to improve the offshore wind power industry chain and promote the construction of offshore wind power bases; By 2030, the total installed capacity of wind and solar power will reach over 1.2 TW·h.

The 14th Five Year Plan for the Modern Energy System aims to promote the large-scale and high-quality development of wind and solar power, prioritize on-site utilization, and develop decentralized wind and distributed photovoltaic power generation in load centers and surrounding areas.

The General Office of the People's Government of Jilin Province has issued Notice on Several Measures to Promote the Accelerated Development of Jilin Province's New Energy Industry (JL-ZBF [2024] No. 1). Among which, Article (6) Approval system for wind power projects shall be adjusted and optimized. According to the adjustment of the national approval catalog, wind power projects shall be adjusted from an approval system to a filing system. Article (10) The demand for new energy grid access shall be ensured. The construction of the "four horizontals and four verticals" backbone network in Jilin Province shall be accelerated to establish a one-stop service platform for new energy project grid connection, develop a standard flow chart for new energy grid connection and implementation rules for the work management of early stage power connection, thus efficiently promote the rapid construction of grid connection projects. Article (15) The construction of the market trading system shall be improved. The construction of the provincial spot market shall be actively promoted. The scale of inter provincial spot trading shall be expanded, the trading mechanism of the electricity market shall be innovated, and the variety and scope of trading shall be expanded. The above content provides policy support for the project.

On January 9, 2025, the Provincial Energy Bureau held a series of themed press conferences to implement the spirit of the Fifth Plenary Session of the 12th Provincial Party Committee (the 14th press conference), focusing on the following tasks: Further strengthening work guidance and coordination, and promoting the coordinated development of "generation-grid-load-storage" in new energy systems. Efforts shall be made to accelerate “the construction of industrial parks, the utilization of green electricity, the reduction of electricity prices, and the initiation of projects” across various regions, thereby stimulating industrial vitality and unleashing industrial momentum. The valuable new energy resource advantages of Jilin Province shall be transformed into industrial advantages, developmental advantages, and competitive advantages.

The next step is to deepen the reform of "simplify administration, delegating powers, combine regulation with decentralization, and improving services", and optimize services unleash the potential of resources, and stimulate local development vitality. The local governments shall be encouraged to fully utilize the pilot model of "green electricity+consumption" and the local utilization of new energy shall be continuously promoted. Secondly, the policy system and operation mode of "green electricity+consumption" shall be continuously improved, and the deep integration of the entire industrial chain for "wind, solar, hydrogen, and energy storage" shall be promoted. The existing "one-to-one" model of power-load pairing (bundled wind and thermal power) shall be explored to expand into a "one-to-many" model, where industrial park loads are bundled to create cost-reduction opportunities for more newly implemented projects. Thirdly, the development models for hydrogen energy shall be further enriched. The strategic emerging industry of "green hydrogen+" shall be cultivated, and the full hydrogen chain, including “production, storage, transportation, utilization, and research”, as well as the integrated development of "green hydrogen, green ammonia, green methanol, and green aviation fuel" shall be advanced to explore more application scenarios.

The above policies provide solid support for project construction.

(2) Location advantageous

Wangqing County has obvious geographical advantages and developed transportation. It is situated in the eastern part of Jilin Province and the northeastern region of the Yanbian Korean Autonomous Prefecture. Strategically positioned near the Northeast Asia Economic and Trade Zone, Wangqing County borders China’s key open cities, including Suifenhe City, Hunchun City, and Tumen City, and faces eight border ports such as Suifenhe, Changlingzi, Shatuozi, Tumen, Sanhe, Nanping, and Shuangmufeng. Spanning 108 kilometers from north to south and 152 kilometers from east to west, it covers a total area of 9,016 square kilometers, making it the second-largest County by area in Jilin Province.

Jilin Wangqing Economic Development Zone is located in the northeastern part of Yanbian Prefecture, at the intersection of the Changchun-Jilin-Tumen Development and Opening-up Pilot Zone and Harbin-Mudanjiang-Suifenhe-Dongning Economic Belt of Heilongjiang Province. It is 77 kilometers from the prefecture capital Yanji City, 55 kilometers from Tumen Port, and 121 kilometers from Hunchun Port.

Wangqing Economic Development Zone has achieved significant results in attracting investment. 1.2 Contents and scale of project construction

The project covers an area of 10000 square meters and is expected to select 4 wind turbine sites to build a new 20MW wind power generation project.

1.3 Total investment of the project and capital raising

The total investment of the project is 150 million yuan, including a construction investment of 120 million yuan.

1.4 Financial analysis and social evaluation

1.4.1 Main financial indexes

After the project reaches the production capacity, its annual sales income will be 87.4 million yuan, its profit will be 28.8 million yuan, its investment payback period will be 6.2 years (after the tax, including the construction period of 1 year) and its investment profit rate will be 19.2%.

Jilin Wangqing Economic Development Zone is located in the northeastern part of Yanbian Prefecture, at the intersection of the Changchun-Jilin-Tumen Development and Opening-up Pilot Zone and Harbin-Mudanjiang-Suifenhe-Dongning Economic Belt of Heilongjiang Province. It is 77 kilometers from the prefecture capital Yanji City, 55 kilometers from Tumen Port, and 121 kilometers from Hunchun Port. The zone was formerly known as the Wangqing County Industrial Cluster, established with approval from the provincial government in November 2005, with a planned land area of 3.22 square kilometers. It was included in China’s National Development Zone Directory in 2016 and officially upgraded to Jilin Wangqing Economic Development Zone on December 23, 2022, with provincial government approval.

Currently, Wangqing Economic Development Zone hosts 153 enterprises, including 12 industrial enterprises above designated size. In 2022, it achieved an industrial output value of 1.68 billion yuan, an industrial added value of 602 million yuan, tax revenue of 149 million yuan, fixed-asset investment of 872 million yuan, and total import-export volume of 112 million yuan. In the same year, it ranked 25th among 72 provincial-level development zones in Jilin Province, placing its comprehensive strength in the upper-middle tier.  

Since its establishment, Wangqing Economic Development Zone has adhered to the coordinated development of the economy, resources, and ecology. Through years of strategic planning, it has initially formed the following industries: Ecological agricultural product processing represented by companies such as Haoji Food, Zhongnong Industrial, and BeiYihe Food; Edible fungus processing represented by Fusen Biotechnology and Beier Technology; Pharmaceutical and healthcare industries represented by Zhengshengkang Biotechnology, Likang Pharmaceutical, and Huahui Biotechnology; Clean energy and circular economy industries represented by Kaidi Electric Power, Jingyu Biotechnology, and Green Energy Technology. During the 14th Five-Year Plan period (2021–2025), Wangqing Economic Development Zone will focus on cultivating four dominant industries: Agricultural product processing, health and wellness industries, clean energy, and advanced manufacturing.
