1.1 Project background

1.1.1 Product introduction

The comprehensive services for new energy vehicles mainly include exhibitions and sales, new car releases, vehicle replacement services, maintenance services, online booking services, charging and swapping centers, automobile export bases, and live streaming e-commerce bases.

With the rapid expansion of the new energy vehicle industry, Meihekou City plans to build a comprehensive service industrial park for new energy vehicles, providing services such as charging, battery swapping, new energy vehicle testing, new energy vehicle sales, and new energy vehicle aftermarket.

1.1.2 Market prospect

(1) Market prospects for charging and swapping of new energy vehicles

In recent years, significant progress has been made in the development of battery swapping stations in China. Policies on battery swapping stations have been successively introduced in various provinces and cities, and station construction has received numerous supports, achieving rapid development. According to statistics from the China Charging Alliance, as of November 2024, a total of 4193 battery swapping stations have been reported by member units within the Alliance.

Compared to the current mainstream charging stations, battery swapping stations, as an equally popular way of energy replenishment, have gradually become a focus of business development for many enterprises in the industry.

Battery swapping stations refer to the power station that stores, charges, and distribute a large number of batteries through centralized charging stations, and provide battery replacement services for electric vehicles within the battery distribution station, or integrate battery charging, logistics allocation, and swapping services.

To put it simply, battery swapping stations can save the waiting time for electric vehicles and directly replace the battery to meet the range, thus separate the car and battery for energy replenishment.

Private cars, taxis, buses, heavy trucks, and other applications of battery swapping have gradually been implemented and widely used in most scenarios. Among them, heavy trucks have become one of the best application scenarios for battery swapping mode recognized by the industry. Since the beginning of this year, the sales of new energy heavy-duty trucks have been rising, and the sales of battery swapping heavy-duty trucks are particularly popular, which undoubtedly promotes the construction and development of heavy-duty truck swapping stations.

The main enterprises in the field of battery swapping stations include battery suppliers, automotive companies, third-party operators, and energy related central enterprises.

It is expected that by 2035, China's new energy vehicle battery swapping stations will be widely distributed, and the swapping mode will be more closely coordinated with the charging mode. Unmanned swapping and automated charging swapping technologies will be fully realized.

(2) Market prospects of new energy vehicle testing lines

The new energy vehicle testing line is a specialized equipment for quality inspection and testing of new energy vehicles. It comprehensively tests key components such as batteries, motors, and electronic control systems of new energy vehicles through a series of high-tech testing equipment and methods, while evaluating the overall performance of the vehicle to ensure that the quality and safety performance of new energy vehicles meet standard requirements. This not only concerns the safety of consumers' use, but also directly affects the healthy development of the new energy vehicle industry.

With the continuous development of the industry, the number of new energy vehicle testing institutions in China is constantly increasing, the market size is constantly expanding, and the industry is showing a good development trend. The market size of new energy vehicle testing in China was about 4 billion yuan in 2018, and will exceed 11 billion yuan in 2023, with a CAGR of about 22% from 2018 to 2023. New energy vehicle inspection is mainly applied in new car inspection and the automotive aftermarket. From the perspective of market structure, the market share of the new car inspection field exceeds 70%, making it the main application market. At present, there are numerous participants in the new energy vehicle testing market in China, with fierce competition and low industry concentration. In 2023, the number of new energy vehicle testing institutions in China will exceed 210.

(3) After-sales service market prospects for new energy vehicles

At present, the global automotive aftermarket has become an important component of the global automotive industry. The steady growth of China's automobile ownership has given rise to a huge demand for automotive aftermarket services. The continuous development of new energy vehicles has also brought new service models to the automotive aftermarket, and related enterprises have been increasing.

The automotive aftermarket refers to all transactions and service activities that consumers engage in after the sale of a car, from the use of the car to the final sale or scrapping and recycling, involving accessories and supplies, maintenance and upkeep, beauty and modification, finance and insurance, used cars sales, and car rental services. There are many industry classifications in the automotive aftermarket, including the automotive maintenance industry, automotive finance industry, automotive IT industry, automotive maintenance industry, etc.

Data shows that the market size of China's automotive aftermarket industry has reached 5.4 trillion yuan in 2023, with a CAGR of 9.2% from 2019 to 2023. The market size of China's automotive aftermarket industry is reached about 6.2 trillion yuan by 2024.

At present, automotive finance is the largest segmented market in the automotive aftermarket. According to relevant data, the automotive finance market has the largest proportion in the automotive aftermarket, reaching 29%, making it the largest segmented market in the automotive aftermarket; Followed by maintenance, used cars sales, automobile insurance, automobile supplies, and car rental services, accounting for 19%, 18%, 16%, 15%, and 2% respectively.

Compared to the declining gasoline vehicles, the booming development of the new energy vehicle industry is even more exciting. New energy vehicles are also accelerating to become an important part of the automotive aftermarket, and their maintenance and repair require more professional and environmentally friendly technologies and products. 2021 is known as the "first year" of new energy vehicles by industry insiders, and in recent years, production and sales have maintained a high growth rate. Data shows that in 2023, China's production and sales of new energy vehicles have reached 6.313 million and 6.278 million respectively, an increase of 33.7% and 37.5% year-on-year, with a market share of 29.8%. In September, the production and sales of new energy vehicles reached 879000 and 904000 respectively, an increase of 16.1% and 27.7% year-on-year, with a market share of 31.6%.

The development of the aftermarket for new energy vehicles has also attracted much attention. In this context, the focus of new energy vehicle companies has also shifted from the production end to the sales end in real time. For example, automobile companies such as BYD and NIO have begun to participate in the automobile insurance business, using insurance as a service lever to explore more high profit automotive aftermarket ecosystem service systems.

While at the same time, due to the higher integration of new energy vehicles and their components, maintenance projects will be reduced and the frequency of maintenance will also decrease. In addition, traditional maintenance skills are no longer suitable for the needs of development. Therefore, compared with gasoline vehicles, the market for after-sales service of new energy vehicles is very immature, and the contradiction between the increasing demand for car repair and maintenance by consumers and the overall scale and capacity of after-sales service is becoming increasingly prominent. Data shows that at present, the proportion of after-sales service in the entire lifecycle of the automotive industry is generally 33%-45% in mature markets in developed countries; However, in China, this proportion is only about 12%, and the proportion of new energy vehicles is less than 1%. Therefore, the development of the aftermarket for new energy vehicles is also highly anticipated.

(4) Comprehensive service market prospect for new energy vehicles in Meihekou City

The "14th Five-Year Plan" Energy Conservation and Emission Reduction Implementation Plan of Meihekou City proposes to increase the proportion of new energy vehicles (NEVs) in urban public transportation, taxis, logistics, and sanitation vehicles. It also proposes to promote the transformation, upgrading, and quality enhancement of transportation systems, accelerating the development of energy-saving and low-carbon transport models, and ensuring carbon emissions growth remains within reasonable parameters. In addition, efforts shall be made to vigorously promoting NEVs through steady advancement in adopting new energy and clean energy vehicles for urban transit, public services, logistics distribution, and postal delivery. The "Hongqi Drives Meihekou, Hongqi Leads Future" initiative shall be implemented to gradually increase the share of NEVs in official vehicles, taxis, and ride-hailing services. The public institutions shall phase out outdated diesel-powered official vehicles while expanding NEV deployment, ensuring all newly added official vehicles (excluding special-purpose vehicles like police cars, fire trucks, and ambulances) adopt clean energy. By 2025, NEVs shall account for 80% of new public transport vehicles.

In 2024, Meihekou City's tourism offerings demonstrated remarkable appeal, welcoming 24.6 million tourist visits annually, a 6.9% year-on-year increase. Data indicates significant growth in self-driving tourists during holidays and special events. For travelers owning electric vehicles or planning to rent charging vehicles, driving NEV in their trips have become an attractive option.

In conclusion, building on the rapid expansion of the NEV industry, the project proposes establishing a comprehensive NEV service industrial park. This facility will provide integrated services including charging, battery swapping, vehicle inspection, sales, and aftermarket support for NEVs, demonstrating strong market potential.
