With the development of multimodal transportation, the integration of transportation infrastructure in logistics parks has achieved positive results. The report shows that 69.9% of logistics parks under construction and operation have highway entrances and exits within a 5-kilometer radius; Among the logistics parks under construction and operation, 49% of the parks have railway logistics bases, port terminals, airports and other freight hubs within a 5-kilometer radius.
From the perspective of regional distribution , the total number of logistics parks in the eastern, central, and western regions has increased. According to the Seventh National Logistics Park Survey Report, the total number of logistics parks in China is 2769, an increase of 8.5% compared to the 2553 surveyed in the sixth survey, and overall maintaining a stable growth trend. From a regional distribution perspective, the number of logistics parks in the eastern, central, and western regions has increased, with the western region experiencing the largest increase in the number of logistics parks, with a growth rate of 13.7%. The top three provinces in terms of the total number of logistics parks are Jiangsu, Shandong, and Henan.
In 2022, the 20th National Congress of the Communist Party of China set the strategic goal of building a socialist modern country in an all-round way and promoting the great rejuvenation of the Chinese nation with Chinese path to modernization. The 14th Five-Year Plan for the Development of Modern Logistics of the State Council outlines a grand blueprint for the construction of a Chinese style modern logistics system. China’s logistics industry has faced multiple pressures and has achieved overall stable operation. The total amount of social logistics for the whole year exceeded 340 trillion yuan; the total revenue of the logistics industry reached 12.7 trillion yuan, a year-on-year increase of 4.7%. The leading, fundamental, and strategic position of the logistics industry has been consolidated and enhanced.
Specifically, in 2022, the total amount of social logistics in China reached 34.76 trillion yuan, a year-on-year increase of 3.4% at comparable prices. The scale of logistics demand has reached a new level, achieving stable growth. From the perspective of composition, the total logistics volume of industrial products was 309.2 trillion yuan, with a year-on-year increase of 3.6% calculated at comparable prices; The total logistics volume of agricultural products reached 5.3 trillion yuan, an increase of 4.1%; the total logistics volume of renewable resources was 3.1 trillion yuan, an increase of 18.5%; the total logistics volume of units and residential goods reached 12.0 trillion yuan, an increase of 3.4%; the total logistics volume of imported goods was 18.1 trillion yuan, a decrease of 4.6%.
The construction and development of logistics parks not only improve logistics efficiency, but also promote the balanced development of regional economy. The consumption hotspots in the fields of food cold chain, instant retail, community e-commerce, healthcare, etc., especially the market opportunities of traditional online consumption, have further promoted the development of the logistics industry. As an important node in the logistics network, the role of logistics distribution centers is becoming increasingly important.
Relying on the National Logistics Hub Alliance, the integration of logistics hub resources, business collaboration, and networked operation will support the intelligent and networked development of national backbone cold chain logistics bases, demonstration logistics parks, multimodal transport stations, urban distribution centers, and logistics terminal outlets, greatly improving logistics efficiency and service quality. The application of intelligent sorting equipment, automated warehousing systems and other technologies makes the operation of logistics distribution centers more efficient and precise.

On December 11, 2023, the General Office of the State Council issued a notice on the Measures to Accelerate the Integrated Development of Domestic and Foreign Trade. Among them, it is proposed to improve logistics convenience. Strengthen cross-border transportation cooperation with overseas ports and encourage shipping companies to expand the scope of cross-border transportation of domestic and foreign goods based on market-oriented principles. Accelerate the development of intermodal transportation between coastal and inland ports, expand the radiation range of domestic and international routes and transportation services in major ports. Support eligible enterprises to carry out domestic and foreign trade container transportation on the same ship, and promote a two-way operation mode of container foreign trade domestic and branch line import and export. Accelerate the construction of cross-border logistics infrastructure and support the construction of global and regional international postal and express delivery hubs in key cities.
In August, 2021, the Special Action Plan for High-quality Development of Commercial Logistics (2021-2025) strengthened the planning of cold chain logistics, laid out the construction of a number of national backbone cold chain logistics bases, supported the construction and renovation of large-scale agricultural product wholesale markets, import and export ports, and other frozen and refrigerated storage facilities, and promoted the application of new cold chain facilities and equipment such as mobile cold storage, constant temperature refrigerated trucks, and refrigerated containers. Improve the equipment of end of pipe cold chain facilities and enhance the network coverage level of urban and rural cold chain facilities. Encourage eligible enterprises to develop intelligent monitoring and traceability platforms for cold chain logistics, and establish a full process cold chain distribution system.
(2) Location advantages
Hunchun is located at the geometric center of Northeast Asia and is one of the windows to Northeast Asia and the starting points of the Eurasian Continental Bridge in China. It is the closest point from China to North America and Northern Europe via the Sea of Japan, only 15 kilometers away from the mouth of the Tumen River. Within a 200 kilometer radius centered on Hunchun, there are 10 ports distributed. Hunchun Port is 42 kilometers away from the Port of Pochet in Russia, 63 kilometers away from the Port of Zarubino, and 180 kilometers away from the Port of Vladivostok; Quanhe Port is 48 kilometers away from the port of Rajin and 127 kilometers away from the port of Chongjin in North Korea. The cross-border transportation project of domestic goods from Hunchun to Shanghai and Ningbo has been successfully operated and is increasingly playing an important role. The destination ports have expanded from Shanghai and Ningbo to ports such as Huangpu in Guangdong, Shantou, Quanzhou in Fujian, and Yangpu in Hainan. The types of freight have also expanded from coal to grain, timber, and brass. The second major channel for shipping to the sea in Northeast China is gradually taking shape; Yanji Airport, which is only an hour away from Hunchun, has opened more than 10 international and domestic routes; the Jilin-Hunchun Passenger Dedicated Line was completed in 2014.

In recent years, the bilateral relationship between China and Russia has made remarkable progress, and the cooperation between the two countries in various fields such as economy, culture, and military is deepening. The Far East of Russia has abundant energy resources, such as oil, natural gas, timber, and coal, which are in short supply in China, especially in Jilin Province. The construction of the project is an important carrier for Hunchun City to implement the provincial and state decision-making arrangements and accelerate the construction of a land border port type national logistics hub. After the implementation of this project, it will greatly increase the port throughput, alleviate the energy shortage pressure in Jilin Province and even Northeast China, deeply integrate into the domestic and international dual circulation, and promote the development of Hunchun’s open economy to a higher level.

The total area of the project is 128000 square meters, with a building area of 131000 square meters. The main construction includes a comprehensive service building, a processing plant, high standard warehousing facilities, an automated sorting system, an intelligent distribution center, supporting service facilities and ancillary facilities. It is connected to the existing mutual trade zone and introduces the advanced logistics information technology to achieve real-time sharing and intelligent scheduling of logistics information.

After the project reaches the production capacity, its annual sales revenue will be 392.47 million yuan, its profit will be 117.74 million yuan, its investment payback period will be 8.2 years (after the tax, including the construction period of 2 years) and its return on investment will be 16.13%.

2.2 Overview
Hunchun City is located in the lower reaches of Tumen River in the southeast of Jilin Province, covering an area of 5134 square kilometers. It is home to many ethnic groups, such as Han, Korean, Manchu, Hui, Mongolian, and only 15 kilometers away from the Tumen River estuary. It is the “window” of China’s Changchun-Jilin-Tumen pilot area, the “bridgehead” of opening to Northeast Asia, and the strategic pivot of China’s “Belt and Road” opening to the north.
As the forefront of China’s participation in international cooperation and development in the Tumen River region, the country attaches great importance to the development and opening up of Hunchun. Hunchun Border Economic Cooperation Zone is located in the southern part of the Hunchun Plain in the lower reaches of the Tumen River, separated from the urban area of Hunchun by only one river. It is connected to the old urban area through two highway bridges and a railway bridge (under construction). Introduction to the Cooperation Zone: The planned area of the Cooperation Zone is 4 kilometers south of Changlingzi Port; West to Shatuozi Port in kilometers.
