(1) Analysis of the current situation of the tourism performing arts market
Observing the overall performance market, it shows an upward and expanding trend, with the integration of culture and tourism becoming a core element. The performance market is accelerating its recovery and continues to break traditional boundaries, expanding new development space.
In 2023, the overall economic scale of the national performance market reached 73.994 billion yuan, an increase of 29% compared to 2019, setting a new historical high; the national box office revenue reached 50.232 billion yuan, an increase of 151% compared to 2019; the number of viewers reached 170 million, an increase of 83% compared to 2019.
Performances with cultural connotations and tourism attributes are warmly welcomed by the market. In 2023, the proportion of performances mainly featuring small theaters and new performing arts spaces reached 42.4%, and viewing activities have gradually become a part of residents’ life; tourism performances that integrate cultural heritage continue to maintain high popularity, accounting for nearly 20% of the total number of performances.

In 2023, the average consumer price was 206.5 yuan, an increase of 46.25% compared to 2019; the number of viewers for a single session was 535, a decrease of 10.71% compared to 2019. The increase in diversified performances of different sizes, frequencies, and contents in the supply market is the main reason for the decrease in the number of viewers per event. Popular tourism performances show a saturated state of daily performances during holidays, resulting in an increase in the number of performances. The surface structure of Jiutai is characterized by “mountains accounting for 30%, water, 10% and fields, 60%”. The area includes “one large river, three rivers, and eight lakes” such as Songhua River, Yinma River, and Karen Lake, as well as “one mountain range, five peaks, and ten scenic spots” such as Dahei Mountain Range, Miaoxiang Mountain, and Batai Ridge. The forest coverage rate of the entire area is 17%. Jiutai was a hundred-year-old town beside Liutiaobian in the Qing Dynasty, and a representative area of Guandong culture. It is known as “the hometown of Chinese shaman culture”, “the hometown of China’s Manchu paper cuttings art” and “the hometown of Chinese falconry culture”. Niulianhe ink painting, Guan Yunde Manchu Paper Cuttings, Wang Tingqi Folk Paper Cuttings are famous at home and abroad. It has developed and implemented a comprehensive tourism development plan, planning 116 key projects.
(3) Location advantages
Jiutai District is located in the middle of Jilin Province, backed by the the Changbai Mountains and overlooking the Songliao Plain. It is a new urban area in the east of Changchun, covering an area of 3371.52 square kilometers. Jiutai is the core area for the revitalization of Northeast China in the new era and an important node for the integration of Changchun and Jilin. The project covers an area of 50 hectares. The main construction contents are as follows:
(1) Liutiaobian Historical Museum. Showcase the border terrace culture aimed to inherit and promote the culture of Jiutai, recreate historical relics, and allow visitors to have a more intuitive and firsthand experience of the Liutiaobian culture.
(2) Commercial Pedestrian Street. Build a commercial pedestrian street that integrates shopping, dining, and entertainment with branded buildings, internet famous attractions, specialty snacks, and non heritage cultural and creative products.
(3) Sightseeing Tower High-altitude Rotating Restaurant. Enjoy delicious food, appreciate beautiful scenery, and experience a feast on the clouds. A high-altitude rotating restaurant with a 360 degree panoramic view. The restaurant rotates around every 30 minutes, enjoying delicious food while experiencing scenic views.
(4) International-style Street. There is a music fountain square, combined with characteristic buildings of different styles, vivid and irregular flooring, decorated with stones and trees, and an outdoor dining area that showcases performances, culture, and attracts people.
