The Longyou Creek Valley Project aims to leverage regional cultural advantages, develop characteristic cultural and tourism industries according to local conditions, and create a comprehensive creek valley tourism and vacation destination featuring mountains, forests, streams, snow, and music. It aims to build the core area of creek valley development, promote the formation and development of advantageous and pillar industries, and achieve a comprehensive tourism economic belt in the creek valley with a focus on point to surface, diverse integration, and coordinated development.
1.1.2 Market prospect
(1) Global tourism market analysis
The COVID-19 not only severely damaged the global tourism industry, but also made the investment in the global tourism industry fall to a new historical low in 2020. In 2020, the number of FDI projects (foreign direct investment) in the global tourism industry decreased to 312, a year-on-year decrease of 59%, while the capital investment in the tourism industry also decreased from 60.9 billion US dollars to 18.2 billion US dollars, a year-on-year decrease of 70%, hitting a historical low.
At the World Tourism Cities Federation Changsha Xiangshan Tourism Summit 2023 that opened on May 10, 2023, the World Tourism Cities Federation released the World Tourism Economy Trends Report (2023). The report points out that in 2022, the total number of global tourists reached 9.57 billion, and the total global tourism revenue reached 4.6 trillion US dollars, recovering to 66.1% and 79.6% of 2019, respectively. In 2022, the recovery level of domestic tourism worldwide was better than that of international tourism, and the growth rate of the global international tourism revenue was much higher than that of global trade. Developed economies have performed better in tourism recovery than emerging economies.
The first World Tourism Barometer 2024 released by the World Tourism Organization shows that international tourism revenue reached $1.4 trillion in 2023, and the estimated contribution of the tourism industry to the global economy was $3.3 trillion.
From a regional perspective, the tourism industry in the Middle East and Europe has shown the strongest performance. The World Tourism Barometer shows that the number of inbound tourists from the Middle East has increased by 22%, leading the world in growth rate. Europe is the region that receives the most global tourists. In addition, several large source markets also reported strong outbound tourism demand in 2023, many of which exceeded the levels of 2019.
The “tourism confidence index” survey shows that 67% of tourism professionals believe that the outlook for 2024 will be better compared to 2023. The main reasons include that there is still a lot of room for recovery in various parts of Asia, such as visa facilitation and the improvement of air transportation capacity; the Paris Olympics 2024 and other events will drive achievements in the European tourism industry; the strengthening of the US dollar will support the strong tourism trend driven by American tourists. Among them, China’s latest visa-free entry policy for citizens of France, Germany, Italy and other countries is also seen as an important positive factor that will accelerate the growth of Chinese inbound and outbound tourists in 2024.
(2) Analysis of China’s tourism market
According to the data from the National Bureau of Statistics, the number of domestic tourists in China has steadily increased year by year since 2010, reaching 6.006 billion in 2019, with an average annual compound growth rate of 12.4%. However, with the outbreak of the global COVID-19 pandemic in 2020, the number of domestic tourists will decline significantly from 2020 to 2022. In 2022, the number of domestic tourists reached 2.53 billion, a year-on-year decrease of 22.06% and a decrease of 57.9% compared to 2019.
2023 is a year of strong recovery for the tourism industry, as the suppressed demand for travel for three years is released and tourism gradually becomes a way of life for people, sparking a new wave of national travel. According to the Statistical Bulletin on National Economic and Social Development of the People’s Republic of China in 2023 released by the National Bureau of Statistics, there were 4.89 billion domestic trips in 2023, an increase of 93.3% over the previous year. Among them, urban residents traveled domestically 3.76 billion times, an increase of 94.9%; rural residents traveled domestically 1.13 billion times, an increase of 88.5%. 82.03 million inbound tourists, including 13.78 million foreigners and 68.24 million compatriots from Hong Kong, Macao and Taiwan. There were 100.96 million domestic residents who left the country, including 96.84 million for personal reasons and 77.04 million for travel to Hong Kong, Macao, and Taiwan.
In 2023, the domestic tourism revenue (total travel expenses) reached 4.91 trillion yuan, an increase of 2.87 trillion yuan from the previous year, a year-on-year growth of 140.69%, a significant increase, reversing the sluggish situation since 2020. At the same time, compared with 2019 before the pandemic, the domestic tourism revenue in 2023 has recovered to 85.69% of the same period in 2019, significantly narrowing the gap and demonstrating the vitality and potential of domestic tourism consumption. In 2023, the total travel expenses of domestic tourists in China were 4178.1 billion yuan for urban residents, an increase of 147.5%; rural residents spent 735.3 billion yuan on travel, an increase of 106.4%. The total cost of inbound tourists was 53 billion US dollars.
The development of the cultural and tourism industry is an important part of the construction of national cultural confidence. In recent years, it has received attention from the country and policies such as the 14th Five-Year Plan for Cultural Development and the 14th Five-Year Plan for Tourism Development have been successively issued to promote the integration of culture and tourism, increase the supply of cultural and tourism products, and improve the quality of cultural and tourism products.
In recent years, people have been pursuing more innovative and proactive tourism products, and the simple leisure and sightseeing activities of mountain and water travel have gradually been replaced by diversified tourism methods and projects. According to the domestic tourism data in 2024 released by the Ministry of Culture and Tourism, based on the results of a sample survey of domestic tourism, the number of domestic tourists in 2024 was 5.615 billion, an increase of 724 million from the same period last year and a year-on-year growth of 14.8%. among them, the number of domestic trips by urban residents reached 4.37 billion, a year-on-year increase of 16.3%; the number of domestic trips by rural residents reached 1.245 billion, a year-on-year increase of 9.9%.
(3) Development status and forecast analysis of tourism in Jilin Province
Jilin Province covers an area of 187400 square kilometers, accounting for 2% of the total national area. Located in the central part of Northeast China, in the heartland of Northeast Asia consisting of Japan, Russia, North Korea, South Korea, Mongolia, and Northeast China. It borders Heilongjiang Province to the north, Liaoning Province to the south, Inner Mongolia to the west, Russia to the east, and North Korea across the Tumen River and Yalu River to the southeast. The location advantages are obvious, and there are good conditions for developing the tourism industry.
Jilin Province has a variety of natural landscape types with high quality, and profound cultural connotations in its cultural landscapes. Compared with similar domestic tourism resources, the tourism resources with comparative advantages include Changbai Mountain forest ecological tourism resources, ice and snow tourism resources, ethnic cultural tourism resources, and border tourism resources.
In recent years, tourism in Jilin Province has entered a fast lane of development, with a comprehensive layout of industries. The “dual-ring line” of east-west tourism and the “dual-industry” structure of ice and snow and summer resort have been basically formed in the province. The transportation and other hardware support required for the development of the tourism industry are increasingly strengthened, and the supply of tourism products is becoming more diversified.
In 2023, Jilin Province received 314 million domestic tourists, a year-on-year increase of 172.8%, returning to 126.5% of the same period in 2019; domestic tourism revenue reached 527.735 billion yuan, a year-on-year increase of 242%, recovering to 107.3% of the same period in 2019. The number of tourists and tourism revenue have reached the best historical level.
The cultural and tourism system in Jilin Province conscientiously implements the work deployment of the Provincial Party Committee, the Provincial Government, and the Ministry of Culture and Tourism, takes multiple measures, and comprehensively stimulates the potential of cultural and tourism consumption. The province has abundant supply of tourism products, and citizens and tourists are actively traveling, leading to explosive growth in the tourism market.
(4) Market analysis of the project
Deepening the exploration of regional characteristic culture and creating a distinctive cultural and tourism industry is an important aspect of the development of the cultural and tourism industry during the 14th Five-Year Plan period. In recent years, China has fully entered the era of mass tourism, and tourism has become an important leisure lifestyle for people. The traditional sightseeing tourism model is accelerating its decline, and the markets for leisure vacation tourism, themed quality tourism, and customized tourism are developing rapidly. The demand of the people for tourism consumption has shifted from “whether there is"" to “whether it is good or not”, from the low level to the high quality and diversification, and from focusing on sightseeing to balancing sightseeing and leisure vacation.
For a long time, the problem of insufficient specialization in China’s cultural and tourism industry has been prominent. At the supply level of cultural and tourism products, there is a situation of “one style of a thousand cities”. The regional cultural and tourism industry may seem to have a wide variety of supply and abundant resources, but it cannot effectively grasp and extract the characteristic main line of regional cultural and tourism industry development, and is more of a repetitive, ineffective or inefficient supply. To achieve high-quality development of the cultural and tourism industry, it is necessary to take the path of specialization based on the endowment of regional cultural resources. The cultural and tourism industry system based on context should become an important practice for the characteristic development of regional cultural and tourism industries. Rural characteristic industries are niche and diverse industries with distinct regional characteristics and strong local flavor. They empower industrial development with unique resource endowments, local characteristic foods, and rural characteristic skills, and have enormous development potentials.
Dongchang District was established in 1985 and is home to the Wanfa Bazi Ancient Human Site, one of the top ten archaeological discoveries in China. It is the birthplace of Shaman culture and the birthplace of the Qing Dynasty’s rise. With a history of 6000 years, it has accumulated a rich cultural heritage. Dongchang District has unique advantages compared to other regions. The region has close resource connections, natural resource endowments, rich cultural heritage, abundant tourism resources, and developed gully regions with unique characteristics, forming a combination of advantages and giving rise to a unique gully economy, providing a solid foundation and strong support for the development of the project. The construction of the entire project not only enriches local tourism resources, but also fills the gap in the tourism and cultural complex integrating culture, ecology, and interactive experience in Dongchang District.
1.1.3 Advantageous conditions of project construction
(1) Policy advantages
On March 11, 2020, the General Office of the Ministry of Agriculture and Rural Affairs and the General Office of the Ministry of Finance issued the Notice on Carrying out the Construction of Advantageous Characteristic Industry Clusters (NBJC [2020] No. 7), proposing the construction goal of supporting the construction of a number of advantageous characteristic industry clusters with an annual output value exceeding 10 billion yuan, promoting the upgrading of industrial forms from “small specialties” to “large industries”, transforming spatial layout from “planar distribution” to “cluster development”, and transforming subject relationships from “homogeneous competition” to “cooperation and win-win”, forming a structurally reasonable and chain complete advantageous characteristic industry cluster, making it a new support for rural revitalization, a new highlight for agricultural transformation and development, and a new carrier for industrial integration and development.
On July 9, 2020, the Ministry of Agriculture and Rural Affairs proposed in the National Rural Industry Development Plan (2020-2025) (NCF [2020] No. 4) to cultivate a number of advantageous characteristic industrial clusters with an output value exceeding 10 billion yuan, build a number of agricultural industry towns (townships) with an output value exceeding 1 billion yuan, and create a number of “township name” and “local name” local brands. Focusing on expanding the secondary and tertiary industries, they extend the industrial chain, develop distinctive and diversified products, enhance the added value of rural characteristic industries, promote multi-link efficiency in agriculture, and increase farmers’ income through multiple channels.
The No. 1 Document of the Central Government in 2024 encourages local governments to vigorously develop characteristic industries in line with local conditions, and supports the creation of local characteristic brands. Implement the deep integration project of rural culture and tourism, promote the construction of rural tourism clusters (villages), cultivate new formats such as ecotourism, forest health, and leisure camping, and promote the standardized development and quality improvement of rural B&B. Optimize the implementation of rural industrial integration development projects and cultivate agricultural industrialization consortia.
In July, 2024, the Decision of the Central Committee of the Communist Party of China on Further Comprehensively Deepening Reform and Promoting Chinese Path to Modernization adopted by the 3rd Session of the 20th Central Committee of the Communist Party of China proposed to focus on building a socialist cultural power and make a comprehensive deployment for deepening the reform of cultural systems and mechanisms.
At the end of 2024, the Central Economic Work Conference proposed to innovate diversified consumption scenarios, expand service consumption, and promote the development of cultural tourism industry.
On June 23, 2021, the People’s Government of Jilin Province issued the Implementation Opinions of the People’s Government of Jilin Province on Promoting the High-quality Development of Rural Tourism (JZF [2021] No. 10), proposing to fully leverage the resource advantages of rural characteristics, adhere to the “integration of the three industries”, based on the “synchronization of production, life, and ecology”, focus on the “three in one” of agriculture, culture, and tourism, promote the “three-change reform” of transforming resources into assets, funds into stocks, and farmers into shareholders, implement the “Ten, Hundred, Thousand and Ten Thousand” Project of rural tourism, accelerate the expansion of rural tourism scale, refinement of products, enhancement of characteristics, and strengthening of brands, comprehensively improve the quality and service level of rural tourism development, create an “upgraded version” of rural tourism in Jilin, and step out of Jilin’s rural areas. The new path of tourism provides strong support for the comprehensive and all-round revitalization of Jilin. Promote the development of characteristic B&B clusters in areas with beautiful natural environments, profound cultural heritage, and complete infrastructure, forming a development pattern of B&B with reasonable hierarchical configuration and distinctive themes. Strengthen the development of experiential products and projects such as themed guest rooms, specialty restaurants, agricultural experiences, and parent-child study tours, and build characteristic B&B that meet different needs.
On October 9, 2023, Jilin Provincial Committee of the Communist Party of China and Jilin Provincial People’s Government issued the Action Plan for the Trillion-level Tourism in Jilin Province (2023-2025) (JF [2023] No. 19), proposing to combine relevant forestry policies such as national reserve forests, adopt a development model involving forestry, local governments, and social capital, and promote the construction of forest tourism characteristic projects in accordance with laws and regulations. Actively raise special funds for forestry at the central and provincial levels, and allocate no less than 100 million yuan annually to create and enhance a number of forest tourism and health care products through project-based and engineering methods. Revitalize idle assets and resources in forest areas. Various business entities and local state-owned forest farms can use existing real estate to establish tourism reception facilities such as accommodation and catering. Without changing the land use subject and planning conditions, they can enjoy the policy of continuing to use the land for the original purpose and land rights type during the transition period for 5 years.
In March, 2023, the National Development and Reform Commission agreed to establish a demonstration zone for industrial transfer in southwestern Jilin, focusing on enhancing industrial transfer capacity, optimizing business environment, deepening open cooperation, effectively undertaking domestic and foreign industrial transfer, promoting industrial transformation and upgrading in the process of undertaking, and striving to build the demonstration zone into a characteristic manufacturing base in Northeast China, a green and low-carbon transformation pilot zone, a new highland for regional cooperation and development, and an important agricultural and special product processing base in the country. The demonstration zone covers three cities: Siping, Liaoyuan, and Tonghua.
In 2023, the 14th Five-Year Plan for the Development of Comprehensive Tourism of Dongchang District, Tonghua City proposed to actively promote the deep integration of various fields and industries with the tourism industry, and to transform “cultural resources into tourism and tourism resources into culture”.

Dongchang District was established in 1985 and is the main urban area of Tonghua City, covering an area of 383 square kilometers. It is the political, economic, cultural, and commercial center of Tonghua City. Dongchang has beautiful ecology, abundant natural resources, and over 320 days of excellent air quality, making it one of the most livable cities in China. The forest coverage rate of the entire region is 73.1%, known as the “green three-dimensional treasure trove”. It is one of the “three major natural medicine repositories” in China, with over 1100 types of medicinal resources and more than 190 types of natural green food resources. It is known as the “hometown of Chinese traditional medicine”, “hometown of wine”, and “hometown of Songhua inkstone”, and is a national key ecological function protection area. Dongchang District has unique ice and snow resources, with the first alpine skiing resort since the establishment of the People’s Republic of China. It has hosted the first national alpine skiing competition and produced the first national skiing champion, earning it the reputation of being the “hometown of skiing in China”.

In 2023, Dongchang District was rated as a national level skiing tourism resort and a provincial-level comprehensive tourism demonstration zone. Jinchang Town has been listed as a characteristic demonstration town in Jilin Province and a key town for rural tourism in China. Shanglongtou Village has been rated as a national key village for rural tourism, and Jinchang Village has been rated as a provincial-level key village for rural tourism. This project covers important tourist attractions in Dongchang District, Tonghua City. There are currently 4A level scenic spots such as Baijifeng Forest Park, 3A level scenic spot Shanglongtou Snow Village, 3A level rural tourism operation unit Daming Ranch, national level ski tourism resort core area Wanfeng Ski Resort, as well as key cultural and tourism industry projects in Tonghua City such as Tonghua Ice and Snow Industry Demonstration New City Project and China Resources Hope Countryside Project. Along the way, there are more than 20 food themed farmhouse restaurants, covering various types such as barbecue farmhouse restaurants, iron pot stewed farmhouse restaurants, and farmhouse restaurants. As the core area of a national ski tourism resort, Wanfeng Tonghua Ski Resort aims to benchmark internationalization, modernization, and specialization, and create a unique tourism resort that integrates ice and snow sports, health and summer resort, vacation and leisure entertainment. The Baijifeng National Forest Park is constructing a tourism product system that includes red research, health preservation, summer vacation, and ecological sightseeing. During the 14th Five-Year Plan, Jinchang Town focused on developing characteristic and efficient agriculture such as flowers and seedlings, high-quality fruits and vegetables, and traditional Chinese medicine planting, cultivating and strengthening new types of agricultural management entities, promoting moderate scale agricultural operations, and accelerating the pace of agricultural industrialization.

Dongchang District is located in the hinterland of Northeast Asia and the Bohai Rim Economic Circle. It is an important link to promote the “Belt and Road” and realize land sea connectivity at the easternmost end of China. Dongchang District is an important transit station leading to key ecological, cultural, and border tourism areas such as Changbai Mountain, Ji’an, and Huinan. At the same time, the road network connecting the three provinces of Northeast China and the gateway to the sea, mainly consisting of No. 303, No. 201, and No. 202 National Highways, intersects here. With the completion and operation of Tonghua Port and Tonghua Airport, the full line connection of Ji’an-Shuangyashan, Hegang-Dalian, and Tonghua-Meihekou expressways, and the implementation of the Tonghua-Shenyang high-speed railway plan, Dongchang will form a fast track of “1 hour within the territory”, “2 hours to the provincial capital”, and “3 hours to the sea”, becoming a true regional transportation hub, commercial center, logistics distribution center, and open frontier connecting the inland with the coastal and border areas in the eastern part of Northeast China. Jinchang Town is located in the core area of rural tourism in Tonghua City, with a total area of 170.8 square kilometers. It is 60 kilometers away from Tonghua Sanyuanpu Airport, a 58 minute drive away, and 10 kilometers away from downtown of Tonghua City, a 18-minute drive away.

At present, Tonghua City has 3 national key secondary vocational schools, 3 provincial key secondary vocational schools, and all county-level vocational education centers have passed the provincial key school acceptance and entered the top 100 schools in the province. It is the first region in the province where all county-level vocational education centers have entered the provincial key school list. In recent years, through scientific layout, continuous promotion of vocational education structure adjustment and resource integration, exploration of new paths for diversified education, continuous improvement of modern vocational education network system construction, the local characteristics of vocational education have begun to form, and the ability to serve economic and social development has gradually improved.
Tonghua Municipal Government has signed technology strategic cooperation agreements with research units of provincial universities such as Northeast Normal University, Jilin Agricultural University, Changchun Institute of Chemical Engineering, Chinese Academy of Sciences, and Tonghua Normal University, providing technological support for the development of enterprises. Tonghua City continues to provide assistance to enterprises in talent cultivation and other aspects, vigorously implementing the “Ten Thousand Students Revitalizing Enterprises Plan and Thousand Students Returning Home Plan, and continuously attracting college graduates for enterprises.
1.2 Contents and scale of project construction
The project is located along the lines of Shanglongtou Village and Jinchang Village in Jinchang Town, Dongchang District, Tonghua City, to create a cultural and tourism route from Wanfeng Tonghua Ski Resort to Baijifeng. The total planned route length is about 21.5 kilometers, and the core planning area covers a total of about 27 hectares. Among them, there are 9.3 hectares of parent-child amusement park, 9.6 hectares of Korean folk village, 1.54 hectares of wine estate, and 6.56 hectares of barbecue economic belt.
The Longyou Creek Valley Project revolves around the construction of four themes and supporting facilities: “parent-child amusement park, Korean folk village, wine estate, and Xigu barbecue economic belt”. Among them, the parent-child amusement park has newly built agricultural collection, gold mining theme park, agricultural Disney, parent-child interactive park and other contents; newly built Korean Folk Customs Village includes Korean Folk Customs Park, Korean-style Street, Changbai Mountain Painting Garden, and other related facilities; the wine estate has renovated the original village into a wine winery, cellar, and specialty B&B, and built a new sky paradise; barbecue economic belt, renovating existing villages, adding characteristic business models, improving the development needs of the economic belt, beautifying the environment, and adding parking facilities.

The construction of advantageous characteristic industry clusters in the project is conducive to promoting the processing and circulation of advantageous characteristic industries to rural areas, driving the income of agricultural products to stay in rural areas, effectively expanding rural employment, broadening channels for farmers to increase income, and allowing farmers to reasonably share the benefits of the secondary and tertiary industries. At the same time, turning advantageous characteristic industries into large-scale industries that drive farmers’ sustained income growth is conducive to consolidating the achievements of poverty alleviation, exploring the establishment of long-term mechanisms to solve relative poverty problems, and bringing diversified sources of income to local villagers.
The project is aimed at building a comprehensive tourism and vacation destination, which is conducive to enhancing the visibility of Dongchang District. With the development of the national economy, the tourism industry, as a “smoke-free industry”, has become an important component of the national economy and plays a crucial role in driving the growth of China’s national economy. This project perfectly combines rich cultural and ecological tourism resources, conforms to the layout of ecological city planning, and is a large-scale tertiary tourism project that can bring green GDP. The construction of the project is conducive to enhancing the ecological city quality of Dongchang District and improving the external image of Tonghua City.
