The Digital Economy Industrial Park of Changchun New Area is a comprehensive project aimed at attracting enterprises, incubating startups, and creating an industrial highland. The aim is to establish a high-quality development demonstration platform and set a benchmark for the digital economy and new economy industries in Changchun City and even Jilin Province.
The construction of this project aims to become an important platform for promoting the development of regional digital new economy. It will provide a common support platform and project library for the comprehensive construction of industrial digitization and digital industrialization in Changchun City. By establishing the Changchun Industrial Big Data Central System, integrating enterprise data, investment data, and core data of the industrial chain within the region, this project will help Changchun scientifically plan its industrial structure, promote the improvement of the regional digital new economy industrial chain, and facilitate the aggregation of more industrial resources around Jilin. Dongguan: After years of effort, Dongguan’s digital economy has achieved significant success. The 14th Five-Year Plan for the Development of Digital Economy and other documents clearly propose to implement the digital strategy of cultural industries, accelerate the development of new cultural enterprises, cultural formats, and cultural consumption models, and strengthen industries such as digital creativity, online audiovisual, digital publishing, and digital entertainment. These policies provide a favorable environment for investment and development in the digital creative industry.
The Government Work Report in 2024 proposes to deepen the innovative development of the digital economy and formulate policies to support high-quality development of the digital economy. In addition, the Decision of the Central Committee of the Communist Party of China on Further Deepening the Reform and Promoting Chinese Path to Modernization adopted the 3rd Plenary Session of the 20th CPC Central Committeein July, 2024 pointed out that we should accelerate the construction of institutional mechanisms to promote the development of the digital economy, and improve the policy system to promote digital industrialization and industrial digitalization.
Jilin Province has issued the Implementation Plan for Accelerating the High Quality Development of Jilin Province’s Digital Economy (2023-2025), which takes the digital government as the guide and digital technology innovation as the driving force to promote the integrated development of digital technology and the real economy. The plan proposes goals such as improving the level of digital industrialization, promoting industrial digital transformation, and strengthening basic support capabilities, aiming to create a new growth pole for the digital economy and provide strong support for the high-quality development of Jilin.
Changchun has established a leading group for the construction of digital Changchun, and has studied and issued policy documents such as the 14th Five-Year Plan for Digital Changchun, the Action Plan for the Development of Changchun’s Digital Economy, the Action Plan for Breakthrough in the Development of Changchun’s Digital Economy, the Policies to Support the Development of Digital Industries in Changchun, etc., placing the development of digital economy in a prominent position and incorporating it into the key cultivation of the “3-transformation, 4-strong, and 7-new” modern industrial system, highlighting industrial digitization, digital industrialization, governance digitization, and data value, and making every effort to seize the “new track” of digital economy.

Changchun City has taken advantage of the “digital” trend to build a number of digital economy industrial parks, initially forming a cluster of digital economy enterprises. Changchun Big Data Deep Processing Base, Changchun Computing Power Center, and Changchun Data Trading Center have successively operated, forming a diversified digital industry pattern including optoelectronic information, artificial intelligence, electronic components, big data, e-commerce and other formats.
In 2023, the digital transformation and upgrading campaign for industrial enterprises in Changchun City was officially launched, and the Implementation Plan for Digital Transformation and Upgrading of Industrial Enterprises in Changchun City was formulated to accelerate the implementation of the Policies for Accelerating Digital Transformation and Upgrading of Industrial Enterprises in Changchun City. 556 industrial enterprises started digital transformation and upgrading. From 2023 to 2025, it will achieve full coverage of digital transformation and upgrading for 1286 industrial enterprises above designated size in the city.
Currently, 31 of the top 100 national electronic information enterprises have settled in Changsha, forming a digital economy enterprise cluster with the three major communication operators, Huawei, Inspur, 360 Group, Anheng, and Changguang Satellite Technology Co., Ltd. as the backbone. The trend of domestic leading enterprises, local enterprises, and universities forming a group for development has initially taken shape, and the trend of enterprise agglomeration has begun to emerge.

The New Area is located in the geographical center of Northeast China and the core hinterland of Changchun-Jilin-Tumen Pilot Zone. It is an important node of the Harbin-Dalian Economic Belt and China-Mongolia-Russia Economic Corridor. The New Area integrates multiple three-dimensional transportation such as aviation, railway, highway, and light rail, and has Longjia International Airport, known as the “Northeast Asia Aviation Transportation Hub”. It can reach 2/3 of the cities in China in 1.5 hours and fly to major cities around the world in 5 hours. The Beijing-Harbin and Hunchun-Ulanhot expressways intersect here, while railway arteries such as the Beijing-Harbin and Harbin-Dalian expressways run through the entire area.

The entire area gathers 55 national level research and development institutions, 5 national key laboratories (9 in the province), and 100 provincial and ministerial-level key laboratories (115 in the province); there are 5 national-level enterprise technology centers and 67 provincial-level enterprise technology centers; there are 5 academician workstations, accounting for 35.7% of the province’s total; 26 postdoctoral workstations, accounting for 45.6% of the province’s total; two studios, including the Scientist Studio, account for 1/5 of the province’s total; there are 28 provincial-level transfer demonstration institutions, accounting for 54% of the province’s total. It can provide talent support for the project.

Covering an area of 30000 square meters, the main construction includes a comprehensive supporting service area, reception desk and brand display area, commercial functional area supporting facilities, enterprise office service area, multi-functional roadshow hall, entrepreneurial incubation shared joint office area, exhibition area service area, and industry education integration area.
Gather the enterprises in vocational education, international education, educational equipment, industrial colleges, digital entertainment, vocational training, human resource management, etc., and connects with talents and research resources from universities in Changchun City and Jilin Province. Build a comprehensive talent cultivation base of “digital+education+industry”, establish an online learning center for talent cultivation and training in high-tech zones, connect with talents and scientific research resources in universities, and achieve the transformation of scientific and technological achievements and resource sharing. The new economic zone introduces new economic enterprises such as the Internet, the Internet of Things, biotechnology, new energy scientific research and technology service industry, energy conservation and environmental protection industry, financial and legal services industry, high-end equipment manufacturing industry and so on, and synchronously connects them to build a comprehensive digital enterprise growth ecosystem around high-tech industries.

Changchun New Area is the 17th national level new area approved by the State Council in 2016, and the only national level new area in Jilin Province.
