1.1 Project background
1.1.1 Product introduction
In order to deepen the implementation of the national strategic deployment on the development of the optoelectronic information industry, promote innovation and orderly development of the optoelectronic industry, and enhance the country’s technological competitiveness, it is planned to build a modern digital industry base in Changchun Jingyue New and High-tech Industrial Development Zone. The base will focus on the development, construction, and research and development of the high-end equipment manufacturing industry, actively explore the development path of the digital economy, and strive to promote the growth of the digital economy.
This project will rely on the advantageous resources of institutions such as Changchun Institute of Optics and Fine Mechanics, Jilin University, and University of Science and Technology in optoelectronic research, while utilizing the solid foundation of Jingyue Zone in the optoelectronic industry. This project not only aligns with the development strategy and investment philosophy of Jingyue Zone and even Changchun City, but also helps to expand and extend the optoelectronic industry chain in Jingyue Zone, optimize the industrial structure, and further promote the development of regional economy and society.
1.1.2 Market prospect
(1) Current situation of the digital industry
Digital industrialization involves products and services created by the digital technology, including the electronic information manufacturing industry, information communication industry, software service industry, Internet industry, etc. These industries emerged only after the emergence of digital technology, forming the core of the digital economy and providing necessary digital technologies, products, services, infrastructure, and solutions for industrial digitization. In addition, they also support economic activities that rely entirely on digital technology and data elements.
With the continuous growth of the digital economy, the demand for digitalization and intelligence in all walks of life continues to grow, especially in the fields of intelligent manufacturing, industrial Internet, smart cities, digital government and so on. The demand for digital industrial products and services in these fields is expected to continue to rise. At the same time, the consumers’ demand for digital products and services is constantly increasing, which is driving companies to accelerate their digital transformation.
According to data, by 2023, the scale of China’s digital economy has reached 53.9 trillion yuan, and the proportion of digital economy to GDP has reached 42.8%. The contribution rate of digital economy growth to GDP growth has been as high as 66.45%.
The rapid development of the data industry has attracted numerous enterprises to join. As of 2023, the number of data enterprises in China has exceeded 190000, with 2197 typical data enterprises included in the “Data Industry Atlas”. These enterprises cover various fields of the data industry, including six categories: data resource enterprises, data technology enterprises, data application enterprises, data service enterprises, data infrastructure enterprises, and data security enterprises. These enterprises play their respective roles in the collection, processing, application, service, and security of data resources, jointly building an ecosystem for the data industry.
The China Digital Economy Development Index Report (2024) integrates data from 31 provinces, autonomous regions, municipalities directly under the central government, and hundreds of thousands of digital economy enterprises across the country. Starting from the regional, industrial, and enterprise levels, combined with innovative indices such as data elements, economies of scale, and capital vitality, it presents the situation and characteristics of digital economy development through quantitative evaluation. The report points out that the digital industry is accelerating its cultivation and development, with nearly 500 digital technology companies established by central enterprises. The digital transformation of the manufacturing industry is being further promoted. Industrial Internet has covered 49 major categories of the national economy, 5G industry applications have been integrated into 76 major categories of the national economy, and the number of “5G+Industrial Internet” projects has exceeded 14000. The digital economy has shown obvious characteristics in regional development, with the index in the eastern region being better than the national average, and the advantages of data elements and digital applications being particularly prominent.
From the perspective of regional distribution, there is a significant imbalance in the development of China’s data industry. Beijing, Shanghai, Guangdong and other first-tier cities and coastal areas have a large number of data enterprises, ranking in the first tier; Zhejiang, Jiangsu and other eastern coastal areas closely follow, ranking in the second tier; other regions are relatively backward and in the third tier. This imbalance reflects the differences in data infrastructure construction, policy support, and talent reserves among different regions in China.

Combining the array computing vision technology and equipment independently developed by the research institute, multiple high-definition lenses are combined into a billion-pixel array camera, and fused through computing vision technology to achieve panoramic, full view, and high-definition coverage. It supports high-definition and detailed playback in any area, thereby achieving multi-source data overlay, global situational awareness, and intelligent analysis and warning. The company has independently developed nine series of array computing cameras, array computing all-in-one machines, high-performance video fusion algorithm sets, and over ten types of panoramic vision solutions. Its core technology is at the forefront of the country and has a wide range of application scenarios in high-speed railways, airports, ports, scenic spots, urban governance, schools, large and medium-sized venues, forest fire prevention, watershed management, and other fields.

Jilin Province has issued the Implementation Plan for Accelerating the High-quality Development of Jilin Province’s Digital Economy (2023-2025), which takes the digital government as the guide and digital technology innovation as the driving force to promote the integrated development of digital technology and the real economy. The plan proposes goals such as improving the level of digital industrialization, promoting industrial digital transformation, and strengthening basic support capabilities, aiming to create a new growth pole for the digital economy and provide strong support for the high-quality development of Jilin.
Changchun has established a leading group for the construction of digital Changchun, and has studied and issued policy documents such as the 14th Five-Year Plan for Digital Changchun, the Action Plan for the Development of Changchun’s Digital Economy, the Action Plan for Breakthrough in the Development of Changchun’s Digital Economy, the Policies to Support the Development of Digital Industries in Changchun, etc., placing the development of digital economy in a prominent position and incorporating it into the key cultivation of the “3-transformation, 4-strong, and 7-new” modern industrial system, highlighting industrial digitization, digital industrialization, governance digitization, and data value, and making every effort to seize the “new track” of digital economy.

The “Changchun Jingyue-1” and “Changchun Jingyue-2” satellites have been successfully launched, opening up new fields and industries for the development of Jingyue New and High-tech Zone, which is the core area of Changchun’s low altitude economy industry and the demonstration area of digital economy core industry. Jingyue New and High-tech Zone focuses on the digital economy, with the overall goal of creating the “five zones”, that is, “computing power network core zone, artificial intelligence leading zone, data element hub zone, industrial ecological agglomeration zone, and application scenario demonstration zone”, accelerating the agglomeration of digital economy industries, and promoting the deep integration of digital economy with advanced manufacturing industry, modern service industry, etc. through digital “empowerment, assignment, and intelligence”, comprehensively enhancing the overall competitiveness in the digital age.
As a national high-tech zone and a demonstration zone for independent innovation, the digital industry in Jingyue New and High-tech Zone is flourishing. As of now, Jingyue New and High-tech Zone has about 2500 digital economy related enterprises, 6 data centers that have been built or are under construction, and 1 computing center. Jingyue New and High-tech Zone is becoming a hot spot for the development of digital economy in Changchun City with its unique industrial ecology and innovation capabilities.

Changchun has a well-developed transportation network, with multiple modes of transportation including railways, highways, aviation, and water transportation. Changchun is the intersection of multiple railway trunk lines such as Harbin-Dalian Railway, Beijing-Harbin Railway, and Jilin-Hunan Railway, as well as the starting point or passing point of multiple expressways such as Beijing-Harbin Expressway and Harbin-Dalian Expressway. 1.2 Contents and scale of project construction
Covering an area of 20000 square meters and a building area of 50000 square meters, the project mainly builds the assembly production line of ground array computing visual equipment, the machine vision equipment research and development center and the product testing and delivery center. The contents include array computing vision, 3D structured light measurement, Internet of Things edge computing gateway and other intelligent equipment, rail transit industrial Internet platform research and development, assembly production and technical services.

The total investment of the project is 200 million yuan, including the construction investment of 150 million yuan.

After the project reaches the production capacity, its annual sales revenue will be 144.92 million yuan, its profit will be 43.47 million yuan, its investment payback period will be 6 years (after the tax, including the construction period of 1 year) and its return on investment will be 21.7%.

2.2 Unit overview
Changchun Jingyue New and High-tech Industrial Development Zone (hereinafter referred to as Jingyue New and High-tech Zone) was established in 1995, promoted to a national level high-tech industrial development zone in 2012, and approved as a national independent innovation demonstration zone in April 2022. Located in the southeast of Changchun City, with a regional area of 478.8 square kilometers and a built-up area of 62.5 square kilometers, it has jurisdiction over 3 integrated towns and 7 street offices, 35 villages, 39 communities, and a population of 408700. It has successively obtained national titles such as National Service Industry Comprehensive Reform Pilot Zone, National E-commerce Demonstration Base, National Advertising Creative Demonstration Park, National Modern Service Industry Digital Media Industrialization Base, National Information Consumption Pilot Zone, National Cultural and Technological Integration Demonstration Base, and National Smart City Pilot. 1. Advantage resource situation
Firstly, the ecological environment is superior. It is the ecological core area of Changchun City, with the largest artificial forest in Asia, with a negative oxygen ion content of up to 20000 per cubic meter, which is 400 to 500 times that of the urban area. The forest and water area is 243 square kilometers, accounting for 51% of the total area of the region, and is known as the “peaceful land in the bustling city”.
