1.1 Project background
1.1.1 Introduction to the Project
Polyimide, as a special engineering material, has been widely used in aviation, aerospace, microelectronics, nanotechnology, liquid crystals, separation membranes, lasers and other fields. At present, it is listed as one of the most promising engineering plastics in the 21st century. Due to its outstanding characteristics in performance and synthesis, its enormous application prospects, whether as structural materials or functional materials, have been fully recognized.
The raw materials for polyimide products mainly come from various organic compounds and synthetic monomers. These raw materials undergo specific polymerization reactions and processing to form polyimide materials with high performance and special functions. Common raw materials include aromatic diamines and dianhydride, which are synthesized into polyimides through condensation reactions. Furthermore, according to the different types and application requirements of polyimide, other functional monomers can also be selected for copolymerization to adjust the properties of the material.
In terms of raw material selection, the project will focus on the stability and quality of raw materials to ensure that the supply of raw materials can meet production needs. Meanwhile, the project will actively seek cooperation with raw material suppliers, establish long-term stable cooperative relationships, to ensure stable supply of raw materials and cost control.

(1) Polyimide application field
Polyimide has a wide range of applications, with a significant market share in the production of polyimide films. Polyimide film is used for flexible circuit boards because it has a low coefficient of expansion and can be used as an insulation layer for semiconductor devices and as an insulation material for multi-layer wiring in integrated circuits to improve integration.
Polyimide has excellent physical and mechanical properties, excellent electrical and chemical stability, and can be made into films, molding powder, coatings, composite materials, foamed plastics, fibers, separation membranes, hollow tubes, etc. It has been widely used in high-tech fields and is one of the organic polymer materials with the best comprehensive performance at present. According to the chemical structure of repeating units, polyimides can be divided into three types: aliphatic, semi aromatic, and aromatic polyimides. According to the intermolecular forces, it can be divided into cross-linked and non-cross-linked types.
Polyimide is a scarce product in the international market due to its high technological content, especially the photosensitive polyimide used in the electronics industry. There is currently no industrial production in China, and the world’s output is only a few thousand tons. It is an urgently needed electronic chemical material in China, and the country imports a large amount from abroad every year.

In 2023, the global polyimide market sales reached 65.1 billion RMB, and it was expected to reach 104.4 billion RMB by 2030, with a compound annual growth rate (CAGR) of 6.98% during 2023 - 2030. Where, North America is the largest consumer market for polyimide, accounting for 34.09% of the global market share in 2023. Followed by the Asia Pacific and European markets, accounting for 33.21% and 27.65% of the global market share respectively in 2023.

In recent years, the size of China’s polyimide market has been continuously growing. According to data, the size of China’s polyimide market had grown from 9.03 billion yuan to 14.83 billion yuan during 2017-2022, with an average annual compound growth rate of 60.9%. This growth rate indicates that the current domestic polyimide market is in a stage of rapid development.
Polyimide provides safety protection for new energy vehicles. With the rapid development of the new energy electric vehicle market, it has also driven the demand for PI materials in related fields and become a new opportunity point for the industry, with enormous development potential. After years of development, China’s new energy vehicle industry has entered a stage of rapid market-oriented development, and its production and sales scale has ranked first in the world for nine consecutive years. According to statistics from the Ministry of Public Security, by the end of June 2024, the number of new energy vehicles in China reached 24.72 million, accounting for 7.18% of the total number of vehicles; Production and sales reached 4.929 million and 4.944 million vehicles respectively, with year-on-year increase of 30.1% and 32%, respectively. The market share has also reached as high as 35.2%.
Overall, the polyimide industry has a promising market application prospect.

(1) Policy advantages
In 2021, the Outline of the 14th Five-Year Plan for National Economic and Social Development and Vision 2035 proposed to focus on strategic emerging industries such as new generation information technology, new materials, high-end equipment, green environmental protection, aerospace, and marine equipment, accelerate the innovation and application of key core technologies, enhance factor guarantee capabilities, and cultivate and strengthen new driving forces for industrial development.
(2) Location advantages
Tumen is a port city located on the eastern border of Jilin Province, with characteristics of being along the border, along the river, along transportation lines, and near the sea. Tumen City is located at the junction of the Tumen River Basin and the Golden Triangle proposed by the United Nations Development Programme. It is an important transportation hub and distribution center for people, logistics, and commerce in Northeast Asia in the future. Tumen City is located between Yanji City and Hunchun City, forming a horn like relationship with Hunchun Development Zone. It is a direct channel for Jilin Province’s opening up to the outside world, with a strategic position of connecting the east and the west, as well as strong radiation, connection, and distribution functions. The transportation is very convenient, with the Changchun Yanji Hunchun Expressway crossing the southern end of the development zone. It is only three km away from Tumen Railway Freight Station, Passenger Station, and China North Korea International Railway and Highway Bridge. It’s only a 30-minute drive from Yanji Airport.
(3) Basic advantages of the project
This project is planned to be constructed in the Tumen Chemical New Materials Circular Economy Industrial Park, with a total planned area of 2.89 k㎡, flat terrain, convenient transportation, and the Mudanjiang- Tumen Railway running through the entire area. The infrastructure is fully equipped, the sewage treatment plant has been basically completed, the Energy and Power Center is about to start construction, and the resource conditions required for production are relatively complete. The key development of the Park focuses on new material chemical industry, which combines emerging industries such as fine chemical and applied chemical with low pollution, low energy consumption, and high added value. By adopting a unique industrial model of chemical material processing, the Park can undertake the transfer of chemical industry from regions such as Beijing-Tianjin-Hebei and the Yangtze River Delta, and build an industrial chain and cluster with distinct circular economy characteristics.
1.2 Contents and scale of project construction
The project covers an area of 20,000 ㎡ and introduces advanced photosensitive polyimide production technology and processes from abroad. In the early stage, it is planned to build a 500 ton/year production plant, and other auxiliary projects can be designed according to a production scale of 1,000 tons/year. With the increase of market demand, continuous improvement of process technology and product quality, technical transformation will be carried out in the later stage to achieve a production capacity of 1,000 tons/year.
1.3 Total investment of the project and capital raising
The total investment of the project is 370 million yuan, including the construction investment of 296 million yuan.

1.4 Financial analysis and social evaluation
1.4.1 Main financial indexes
After the project reaches the production capacity, its annual sales revenue will be 224.3 million yuan, its profit will be 74 million yuan, its investment payback period will be 6 years (after the tax, including the construction period of 1 year) and its return on investment will be 20%.
