Green hydrogen energy comprehensive service station, also known as hydrogen refueling station, is a facility dedicated to providing hydrogen refueling services for hydrogen fuel cell vehicles. Its core working principle includes extracting hydrogen from water electrolysis or natural gas, and then compressing and storing the hydrogen. When refueling the vehicles, hydrogen will be transferred to the vehicle’s hydrogen storage tank. Vehicles use the chemical reaction between hydrogen and oxygen in fuel cells to generate electric energy to power their driving.

Hydrogen for external supply is used to refuel fuel cell buses. The hydrogen comes from the by-product hydrogen of steel companies and is transported by high-pressure hydrogen cylinder bundle trailers.

The long tube trailer transports compressed hydrogen from the hydrogen production unit to a fixed station, and unloads the hydrogen to the high-pressure hydrogen storage tank inside the station through the compressor in the hydrogen refueling station. When the vehicle is refueled with hydrogen, the hydrogen output from the long tube trailer or hydrogen storage tank is filled into the on-board hydrogen storage bottle of the fuel cell vehicle through the hydrogen refueling machine.

The project complies with relevant policy requirements such as the National 14th Five-Year Plan and 2035 Development Plan, the Opinions of the Central Committee of the Communist Party of China and the State Council on Fully, Accurately and Comprehensively Implementing the New Development Concept and Doing a Good Job in Carbon Peak and Carbon Neutrality, the Notice of the State Council on Issuing the Action Plan for Carbon Peak before 2030, the Medium- and Long-Term Plan for the Development of the Hydrogen Energy Industry (2021-2035), the 14th Five-Year Plan for Energy Development in Jilin Province, the Implementation Opinions on Supporting Green and Low Carbon Development and Promoting Carbon Peak and Carbon Neutrality, and the Implementation Plan for the “Hydrogen-powered Jilin” Action. Shuangliao has “five major industrial chains including glass building materials, electric energy, chemical industry, agricultural product processing, and modern circulation services. It is one of the three main areas for the construction of the “Jilin’s Inland Scenic Three Gorges” project, as well as the only provincial-level green power industry demonstration park in Jilin Province. In recent years, Shuangliao has taken “one zone and five chains” as its main focus, creating a modern industrial system with Shuangliao characteristics.

1.2 Contents and scale of project construction

The overall planned area of the project is 2,5000 square meters, with a construction area of 10,000 square meters. It constructs hydrogen storage station, hydrogen refueling station building, office buildings, and supporting facilities; and sets up systems such as compressors, fixed hydrogen storage facilities, hydrogen refueling machines, gas unloading columns, sequence control valve groups, hydrogen pipeline systems, venting systems, conversion blowing systems, instrument air systems, etc. Among them, the compressor, as the core equipment in the hydrogen refueling station, plays an important role in hydrogen boosting. It is mainly engaged in retail business of hydrogen refueling, on-site convenience stores and other related sales services, providing hydrogen refueling for hydrogen powered heavy-duty trucks, buses and taxis, with a daily refueling capacity of 3,000 kilograms and an annual hydrogen consumption of 1.2 million Nm³.

1.3 Total investment of the project and capital raising

The total investment of the project is 100 million yuan, including the construction investment of 75 million yuan.

1.4 Financial analysis and social evaluation

2.2 Overview of unit

Shuangliao City is located in the southwest of Jilin Province, adjacent to the northeastern part of Liaoning and the eastern part of Inner Mongolia on the edge of the Horqin Grassland, and is known for its “Cockcrow Heard in Three Provinces”. It currently has jurisdiction over 6 streets and 12 townships, with a total area of 3,121.2 square kilometers.

Silicon base raw material base with the greatest reserves in China: Shuangliao Qikeshu silica sand ore is honored as one of the four rich ores in the world, it is a quality raw material for producing quality glass, aerated concrete, precision casting and electronic industry, and the place has been listed as silica raw material production base. Shuangliao Qikeshu silica sand belongs to the quaternary fluvial and lacustrine siliceous placer deposits, with stable position and relatively extensive distribution covering about 100km2, besides, it is of large reserves, shallow burred layer, and is easy to mine. Within the 4.01 km2 of Shuangliao Qikeshu silica sand ores only, industrial reserves of silica sands are up to 900 million tons, and the maximum mining depth of the mine can be up to 30 m. In its raw ore production grade, SiO₂ (silicon dioxide) content is 89-90%, Al₂O₃ (aluminum oxide) content is 4.8%, and Fe₂O₃ (iron trioxide) content is 0.32%. The raw ore is of even granularity, with those granularity grade at 01-07 being above 90%.

Important electric power energy base in Northeast China: Integrated development of wind, light and fire is being actively promoted in electric power energy industry in Shuangliao.

Wind power base project at million kilowatt level is being promoted in an orderly way, wind power projects of China Datang, China Huadian, China Huaneng, China Shenhua Guohua, and China Guodian, etc. have been commenced and constructed successively, and by now, there has been grid-connected power generation of 350,000 kilowatts, which is expected to reach 600,000 kilowatts in the near future.

In terms of development and utilization projects of solar energy, Shuangliao ranks the first among the 5 development and utilization counties and cities of solar energy planned in Liaoning Province, and is listed as a key region, with a planned scale of 1,160,000 kilowatts. Three Gorges Renewables (Shuangliao) Qingda 10 MW Solar PV Power Generation Project has been combined to the grid, and Qingda 100MW PV Power Generation Project is under construction. Tiantai 200MW, Zhenfa 500MW, Hairun 50MW, Tianshun 50MW and other solar PV power generation projects are under early period operation.

Guodian Shuangliao Power Plant is the biggest thermal power generation plant in Jilin Province, with installed capacity of 2 million kilowatts by now. In the meantime, the amount of fly ash discharged from power plants has been close to 35 million tons, and annual discharge amount of fly ash will be up to around 1 million tons, which has provided industrial support for turning waste into wealth, and promoting resource development and utilization of fly ash.

The most promising oil, gas and coal base in western Jilin Province: Oil, gas and coal exploration is underway intensively. According to exploration, the natural gas reserves in Shuangliao City are around 30 billion cubic meters. The Shuang 9 # and Shuang 11 # exploration wells have already produced gas, with an estimated daily output of around 50,000 cubic meters. The Shuang 12 # exploration well has been completed exploration, while the Mao 1 # exploration well is currently under exploration. Siping Huasheng Group has natural gas pipelines with a daily gas supply of 500,000 cubic meters available for enterprise use.

The largest glass building material production base in Northeast China: In terms of glass building material industry, Shuangliao City is equipped with the sole glass building material characteristic park in Jilin Province, and centering on silica sand resource, fly ash resource and Yingxin Glass, Fuyao Glass, Shuanglong Glass Wool and other glass (silicon) manufacturers, it lays emphasis on planning and introducing a batch of comprehensive utilization projects of glass products and fly ash resources and deep processing projects of new building materials and glasses to gather in Shuangliao, and under guidance and attraction of these enterprises, relevant industrial chains will be further extended, and glass “industrial tree” of Shuangliao will be cultivated in 3 to 5 years, thus creating a glass building material industrial park with output value of ten billion yuan.

High-quality agriculture: Shuangliao is located in the world’s “Golden Corn Belt”, in the second climate zone of the sub-humid region of the middle temperate zone, and belongs to the continental monsoon climate. With adequate heat and light throughout the year, distinct climate throughout the four seasons, and synchronized rain and heat, it can meet the growth and development needs of crops that ripen once a year, being equipped with the basic conditions for the development of planting industry. There are 2.8 million mu of arable land in the city, and the corn production has remained stable at a stage level of 3 billion jin, ranking among the top 100 counties in national grain production and winning the title of “National Advanced County of Grain Production”. Shuangliao is not only an important corn export base, but also renowned in domestic and international markets for peanuts, soybeans, sorghum, millet, rice, and mixed beans. Shuangliao City, which has successfully developed over 300,000 mu of paddy fields, has not only achieved full mechanization of paddy field production, but also formed a complete industrial chain from spring planting to autumn harvest to rice processing. “Zhengjiatun Brand” rice has become a national geographical trademark.
