The ice and snow industry is an advantageous industry that Jilin Province focuses on building, and is an important support for accelerating the promotion of the comprehensive and all-round revitalization of Jilin. The Provincial Party Committee and the Provincial Government issued the High-quality Development Plan for the Ice and Snow Industry in Jilin Province (2021-2035), which is a blueprint document to promote the high-quality development of the ice and snow industry in Jilin Province. The project covers an area of about 30000 square meters. An 8000 square meter research and development center and a 40000 square meter trial production and equipment workshop are mainly built in the project. The base is mainly used for developing and producing military and civil dual-use ice and snow special vehicles, including high-power snowmobiles, all-terrain vehicles, recreational vehicles, multi-functional shelters and special vehicles for ice and snow emergency rescue. The civil part is mainly used for ice and snow tourism, competitive events, etc.; the military and police part is used in patrol and rescue, emergency rescue, logistics support, auxiliary operations and other fields.

The total investment of the project is 200 million yuan, including the construction investment of 160 million yuan.

After the project reaches the production capacity, its annual sales income will be 148.15 million yuan, its profit will be 44.44 million yuan, its investment payback period will be 6.5 years (after the tax, including the construction period of 2 years) and its investment profit rate will be 22.22%.

Changchun Jingyue High-tech Industrial Development Zone was established in August 1995, formerly known as Changchun Jingyuetan Tourism Economic Development Zone.
