The construction site of the project is located in Dongliao Economic Development Zone, Jilin Province. Relying on the foundation of the new energy vehicle industry in Liaoyuan City, a new energy vehicle supporting industrial park will be built, new energy vehicle supporting enterprises will be introduced, and a new energy vehicle supporting industrial agglomeration area will be created to promote industrial development. By constructing and introducing new energy vehicle supporting enterprises to settle in, production plants for new energy vehicle supporting enterprises will be provided.

(1) Current situation of new energy vehicle market
New energy vehicles are the main direction of the transformation and upgrading of the global automotive industry and green development, and they are also the strategic choice for China to accelerate the formation of new quality productivity and promote the high-quality development of the automotive industry. In the past five years, from 2019 to 2023, China's new energy vehicle production had increased year by year. In 2019, China's new energy vehicle production was about 1.181 million, a year-on-year decrease of 6.1%; by 2021, its production increased to 3.678 million, a year-on-year increase of 168.5%; by 2023, China's new energy vehicle production increased to 9.443 million, a year-on-year increase of 30.3%.
At present, the scale of production and sales of new energy vehicles in China has ranked first in the world for nine consecutive years. According to data from the China Association of Automobile Manufacturers, from January to October 2024, the production and sales of new energy vehicles in China were 9.779 million and 9.75 million respectively, a year-on-year increase of 33% and 33.9%, respectively, and the production and sales scale of new energy vehicles was breaked through 10 million vehicles for the first time in 2024; new energy vehicle sales accounted for 40% of total new vehicle sales.
In the past decade, the registration volume of new energy vehicle-related enterprises in China has increased year by year. Especially in 2021, the annual registration volume surged by 112.3% year-on-year to 181000, reaching the peak of growth in nearly a decade. On this basis, the registration volume of new energy vehicle-related enterprises in China increased by 38.3% year-on-year to 251000 in 2022. In 2023, the registration volume of new energy vehicle-related enterprises in China exceeded 300000 for the first time, an increase of 26.1% year-on-year to 316000, reaching a new high in nearly a decade.
According to data from the China Association of Automobile Manufacturers, in September 2024, China's automobile exports reached 539000, a month-on-month increase of 5.4% and a year-on-year increase of 21.4%; the export volume of new energy vehicles was 111000, a year-on-year increase of 15.6% and a month-on-month increase of 0.9%. From January to September, the cumulative production of automobiles was 21.683 million, a year-on-year increase of 2.7%, and the cumulative export volume was 4.312 million, a year-on-year increase of 27.3%; the cumulative production of new energy vehicles was 8.316 million, and the cumulative export volume was 928000, a year-on-year increase of 12.5%, accounting for 21.5% of the total automobile exports.
The main export markets for new energy vehicles in China include Europe, Southeast Asia, and the Middle East. The European market, especially Belgium, Spain, Israel, Germany, and the United Arab Emirates, is an important export destination for China's new energy vehicles. The Southeast Asian market, such as Thailand and the Philippines, is an important market for Chinese electric vehicle brands. The Middle East market, including Israel and the United Arab Emirates, is also a major export destination.
It is expected that from 2024 to 2029, the size of China's new energy vehicle market will grow from 1.31397 trillion yuan to 2.93613 trillion yuan, with a compound annual growth rate of 14.34%, and there is still much room for development. In addition, the development of new energy vehicles has also driven the development of industries such as new materials, a new generation of information and communication, and artificial intelligence operating systems, creating new growth points for economic growth. With the advancement of technology and the expansion of the market, new energy vehicles are expected to continue to contribute more to the high-quality development of the China’s economy.
(2) Market prospect of supporting industries for new energy vehicles
The new energy vehicle industry chain is divided into: upstream key raw materials and core components, midstream vehicle manufacturing, downstream charging services and aftermarket services. The upstream mainly provides raw materials and parts for the midstream vehicle manufacturing, and the raw materials include mineral resources such as lithium and cobalt; cathode materials, anode materials, electrolyte, separator, etc., together constitute battery cells and packs; the three major systems of power battery, drive motor and electronic control system are the core components of the vehicle. The midstream is the manufacturing of new energy vehicles, which are subdivided into passenger cars, commercial vehicles and special-purpose vehicles according to the functions of new energy vehicles. The downstream consists of two main parts: charging services and aftermarket services. Charging services include charging equipment, battery swapping equipment, and battery recycling, while aftermarket services include automotive finance, automotive insurance, automotive leasing, used car trading, automotive maintenance, and automotive dismantling and recycling.
Thanks to the vigorous development of new energy vehicles, the global new energy vehicle supporting industry has also ushered in a good development opportunity. In terms of power battery industry, according to GGII data statistics, in 2022, the cumulative installed capacity of power batteries in China was 294.6 GWh, a year-on-year increase of 90.7%; in 2023, the cumulative installed capacity of power batteries in China was 387.7 GWh, a year-on-year increase of 31.6%, and the power battery industry is in a period of high-speed growth with the continuous improvement of the prosperity of new energy vehicles.
Driven by policy guidance and market demand, China's power battery industry continues to grow and expand, and the market share of enterprises in the industry continues to rise. At present, China occupies the absolute leading position in the global supply of new energy vehicle power batteries. According to the statistical data from SNE Research, in 2023, the top 10 enterprises in the global power battery installed capacity are CATL, BYD Group, LG Group, Panasonic, SK On, CALB, Samsung SDI, Gotion High-tech, EVE and Sunwoda, and Chinese enterprises have accounted for more than 63.00% of the global power battery installed capacity.
In terms of the new energy vehicle parts industry, the rapid development of new energy vehicles has directly promoted and facilitated the rise and development of the new energy vehicle parts industry, with battery packs as an important component.
In summary, the project relies on existing infrastructure to provide production plants for new energy vehicle supporting enterprises, with a broad market prospect.

(1) Policy conditions
The 14th Five-Year Plan for the National Economic and Social Development of Jilin Province and the Outline of the Long-term Vision Goal for 2035 proposes that by 2025, the local supporting rate of parts in Jilin Province will reach 70%, and the scale of the automotive industry will exceed one trillion yuan.
On May 22, 2024, the General Office of the People's Government of Jilin Province issued the Action Plan for the High-Quality Development of New Energy and Intelligent Connected Vehicle Industry in Jilin Province, proposing that by 2026, the development layout of the province's new energy and intelligent connected vehicle industry will be more optimized, and the industrial scale and competitiveness will rank among the top in China. The production and sales of new energy vehicles in the province will exceed 500000, with the penetration rate of domestic brand new energy vehicles exceeding 40%. The local supporting rate of key parts in new energy has increased significantly, accounting for 70%.
In January 2023, the Jilin Provincial People's Government issued the Opinions of Jilin Provincial People's Government on the Implementation of the "Step up" Project of the Automotive industry Cluster, proposing that by 2025, the strength of the industrial clusters will be further enhanced, the industrial ecology will be comprehensively constructed, and the industrial scale will reach trillions of yuan; a new development pattern will be constructed with the Changchun automobile cluster as the core, and Jilin, Siping, Liaoyuan, Songyuan, Baicheng, Yanbian, Meihekou and other regions as specialized "supporting clusters" to coordinate and interconnect. FAW Group will be built as a world-class enterprise, Changchun will be built as a world-class automobile city, a new energy vehicle enterprise and brand will be introduced, a number of key parts enterprises will be cultivated, a number of innovation platforms will be created, a number of industry-education integration projects will be promoted, a number of key technologies will be broken through, and a number of application scenarios will be built, basically forming a new ecology of the new energy vehicle industry. The new energy vehicle industry chain and supply chain will serve the whole country and have a certain international radiation ability.
In 2020, the Office of the People's Government of Liaoyuan City issued the Implementation Measures for the Flexible Transfer of Industrial Land in Liaoyuan City (Trial), proposing: the supply of industrial land by means of flexible period, lease before transfer, combination of lease and transfer, and long-term lease shall be provided through bidding, auction and listing in accordance with the law; in principle, the flexible transfer period of industrial land shall be 10, 20, 30 and 40 years. Enterprises are allowed to voluntarily choose the land use right transfer period among the above periods. The Implementation Measures has improved the land supply system in Liaoyuan City while reducing the cost of industrial land.

In recent years, Liaoyuan City has continued to optimize and adjust the energy structure, fully launched the construction of a clean energy heating demonstration city in the north, and carried out 47 clean heating transformation projects such as "coal to gas" and "coal to electricity", which is expected to reduce coal consumption equivalent to 510000 tons of standard coal. In order to consolidate and expand industrial advantages and strengthen the automotive industry cluster, in recent years, Liaoyuan City has strengthened cooperation with FAW Group, scientifically formulated the Implementation Plan for the Construction of New Energy Vehicle industry Supporting Base in Liaoyuan, compiled the New Energy Vehicle Parts Industry Development Plan for Liaoyuan City (2021-2025), and created two platforms: New Energy Vehicle Industrial Park and Dongliao Mold Industrial Park in the High-tech Zone.
Dongliao Economic Development Zone, as a high-tech base for automotive parts in Dongliao County, plays a leading and exemplary role.
