1.1.3 Technical analysis
Flight simulation technology: Flight simulation technology is a technology used to simulate the flight of aircraft. It can create a flight training environment that is close to reality through computer simulation and comprehensive environment construction technology. These technologies include advanced image generators, open geospatial information alliance common database architecture, and computer force generation software, enabling flight simulators to simulate flight operations more realistically.
Simulation test technology: Simulation test technology involves principles of aerodynamics, structural dynamics, computer technology, and simulation technology, mainly used for various simulation tests in aircraft design and manufacturing processes. These experiments can help evaluate the performance and reliability of the aircraft, ensuring its safety and mission execution capability in practical use.
Ground flight training simulator: This type of simulator is usually set up on the ground and can simulate the flight environment, conditions, and states of a fighter jet during mission execution, allowing pilots and crew members to experience similar control loads, visual, auditory, and motion sensations as in the air. The ground flight training simulator consists of a simulation cockpit, motion system, visual system, computer system, and instructor console. Its core is the simulation software, which determines the functionality and realism of the simulator.
1.1.4 Advantageous conditions of project construction
(1) Policy advantages
1. National-level policy support
The government has a subsidy policy for pilot training programs. According to the budget plan of the Civil Aviation Administration of China in 2025, the budget for special funds for civil aviation education and training is approximately 196 million yuan, with a total of 165 projects planned to receive funding. In addition, the low altitude economic talent training project has also received government support, with a budget of 4.796 million yuan, involving multiple projects. Specifically, the subsidy policy for pilot training programs includes multiple aspects. For example, the low-altitude economy talent training program of a flight university receives a subsidy of 2.91 million yuan.
2. Local government subsidies
Jilin Province has government subsidy policies for pilot training programs. According to the Vocational Skills Training Action Plan of Jilin Province (2022-2025) and the series of documents on the management of special account funds for skills improvement actions, government subsidies for training aim to enhance the abilities and qualities of workers and promote stable employment, with a focus on pilot training programs.
Specifically, government subsidies for training include training subsidies, evaluation subsidies, and living expenses subsidies, which are applicable to flight training programs conducted by qualified training institutions. In addition, Jilin Province has also supported the development of the general aviation industry by optimizing the flight approval process and establishing dedicated airspace, which indirectly promotes the development of pilot training programs. Students participating in pilot training programs can enjoy government subsidies to reduce training costs. For example, through low interest loan programs, students can pay training fees in installments to alleviate financial pressure. In addition, qualified trainees who complete the training are usually able to find employment smoothly, further ensuring the return on investment of the training.
(2) Industrial advantages
Jilin Province has a solid industrial foundation in the aviation industry. Jilin Province has a group of general aviation enterprises such as AVIC and Jilin Aviation Maintenance Co., Ltd., forming a relatively mature general aviation manufacturing and maintenance industry chain, including general aircraft maintenance, parts refining, and unmanned aerial vehicle research and development and manufacturing.
In addition, the policy environment and market prospect in Jilin Province are also very favorable. Jilin Province is optimizing the development plan of low altitude economy, systematically sorting out the constraints such as rules and regulations, infrastructure, access permits, and airspace control, innovating policies, mechanisms, and rules, and enhancing the openness and attractiveness of developing low altitude economy. At the same time, Jilin Province has designated Changchun as a national pilot city for the development of low altitude economy, carrying out systematic pilot projects and striving to be at the forefront of developing low altitude economy and building industrial ecology.
Changchun City has established a low altitude economic spatial layout of “one core, three bases, four support points, and one corridor”.
