1. Current situation of the aerospace industry
Worldwide, the revenue scale of the aerospace industry continues to grow, with the proportion of commercial aerospace revenue increasing year by year, demonstrating a strong trend towards marketization. At the same time, the air passenger service is gradually recovering, although still affected by the COVID-19 pandemic, overall showing a positive recovery trend. In 2021, the global aerospace industry’s revenue scale was $386.4 billion, a year-on-year increase of 4.1%. From the perspective of the composition of the global aerospace industry, the development of the global aerospace industry is still dominated by the satellite industry. In 2021, the global satellite industry accounted for 72.3% of the aerospace industry; the non-satellite industry accounts for 27.7%. The global passenger traffic volume slightly recovered in 2021. The International Civil Aviation Organization’s analysis of the economic impact of COVID-19 on civil aviation shows that the number of passengers worldwide reached 2.3 billion, which is 49% of the pre-pandemic level (2019) and an increase from the 60% decline in 2020. The global aerospace market size in 2023 is $570 billion (+7.4% year-on-year), of which the global commercial aerospace market size is $445 billion (+5% year-on-year), accounting for 78% and dominating the market. The global aerospace market size in 2024 is $596 billion.
In China, the development of the aerospace industry has achieved remarkable achievements that have attracted worldwide attention. In recent years, civil aviation has vigorously promoted the construction of airport and route networks, and has laid out and constructed four world-class airport clusters and hub airports in regions such as Beijing-Tianjin-Hebei, Yangtze River Delta, Guangdong-Hong Kong-Macao Greater Bay Area, and Chengdu-Chongqing. At the same time, it has supported the construction of central and western and regional airports through policies, funds, and other aspects, resulting in a more balanced airport system structure. In terms of aerospace, by 2023, China’s aerospace industry will have completed nearly 70 space launches, becoming a new milestone in China’s aerospace industry. And significant breakthroughs have been made in the development of carrier rocket engines, solid fuel rockets, and reusable spacecraft. Significant achievements have been made in promoting China’s major aerospace flagship projects such as manned spaceflight and Beidou, building large-scale space infrastructure, and advancing the construction of constellations such as remote sensing satellites and communication satellites. With the advancement of technology and the development of society, the aerospace industry is constantly changing and innovating, with commercialization, democratization, miniaturization, intelligence, and other new trends becoming the future development.
In 2023, China launched 67 rockets, of which 13 were private commercial rockets and 12 were successfully launched into orbit, accounting for 18% of the total successful launches for the year. Breakthroughs have been made in key technological fields such as liquid oxygen methane engines and reusability for commercial launch vehicles, filling the gaps in related fields. Currently, China has 1059 satellites in orbit, of which 492 are commercial satellites, accounting for nearly 50%.
In addition, according to statistics from China Aerospace Industry Quality Association, from 2015 to 2020, China’s commercial aerospace output value exceeded 376.42 billion yuan to trillion yuan, with an average annual growth rate of 22%. The size of China’s commercial aerospace market exceeded 2.3 trillion yuan by 2024.

2. Current situation of the low-altitude economy industry
Low altitude economy is a comprehensive economic form that is driven by various low altitude flight activities of manned and unmanned aerial vehicles, radiating and driving the integrated development of related fields. The low altitude economy has the characteristics of a long industrial chain, high technological content, and concentrated innovation factors, which can greatly improve production efficiency and quality of life, and reshape people’s production and lifestyle.
The application of low altitude economy in the tourism industry is mainly reflected in low altitude tourism. Through low altitude flight activities, unique perspectives and experiences can be provided to meet tourists’ demand for fresh and exciting tourism. The innovative significance of low altitude economy for the tourism industry lies in its ability to activate and drive new types of consumer demand. Through low altitude tourism, the types and forms of tourism products can be enriched, and the utilization efficiency of tourism resources can be improved.
The driving effect of low altitude economy on the development of tourism is mainly reflected in promoting the three-dimensional and diversified development of tourism. Through low altitude flight activities, the spatial and temporal scope of tourism activities can be expanded, providing a more diverse tourism experience. At the end of 2023, the low altitude economy was proposed as a strategic emerging industry, and the Central Economic Work Conference explicitly proposed to “build several strategic emerging industries such as bio-manufacturing, commercial aerospace, and low altitude economy”; the low altitude economy will be included in the government work report for the first time in 2024.
As of 2024, there are over 67000 enterprises in China’s low altitude economy sector. From the perspective of establishment time, the number of newly established enterprises in the past five years has reached nearly 21000, and the proportion of enterprises established in the past decade is close to 80%. From a regional distribution perspective, over 60% of enterprises are located in the central southern and eastern regions of China, mainly concentrated in Guangdong Province, Jiangsu Province, Hunan Province, Zhejiang Province, Shandong Province and other areas. The proportion of enterprises in the northern region is about 12.6%, mainly concentrated in Beijing, Hebei Province, and Tianjin.
Low altitude economic aircraft can be classified according to their flight range and altitude: consumer grade drones are mainly used below 120 meters; Industry grade drones are mainly used for real-time logistics distribution, urban management, etc. within a range of 120-300 meters; Industry grade drones are mainly used for express logistics within 300-1000 meters; At 1000-6000 meters, manned aircraft such as helicopters and eVTOL, etc. are mainly used. By now, the main products in the low altitude field that have attracted much attention include eVTOL (electric vertical takeoff and landing aircraft), unmanned aerial vehicles (consumer and industrial), helicopters, traditional fixed wing aircraft, etc.
In the combination of low altitude economy and tourism, low altitude tools such as helicopters, hot air balloons, and gliders have become relatively mature and gradually become the choice for tourists to experience novelty. Although the electric vertical takeoff and landing aircraft (eVTOL) is still in the stage of product certification and airworthiness approval, its application prospects in scenic experiences are widely expected to become the first application scenario for low altitude economy in the tourism industry.
3. Current situation of the exhibition industry
Exhibition refers to collective activities such as conferences, exhibitions, and large-scale events. Its definition includes regular or irregular, institutional or non institutional mass social activities formed by many people gathering together in a certain geographical space to transmit and exchange information. The extension of exhibitions covers various types of expos, trade shows, large, medium, and small conferences, cultural events, festivals, and more.
The Report on the Development of China’s Exhibition Economy 2024 released by China Council for the Promotion of International Trade shows that a total of 3844 economic and trade exhibitions were held in China in 2024, with a total exhibition area of 155 million square meters. The number of exhibitions remained basically the same as the previous year, and the exhibition area increased by 10.1% year-on-year. China’s exhibition industry has shown a good trend of steady development. The report shows that the number of small exhibitions with an area of 10000 square meters or less will significantly decrease by 25.8% year-on-year in 2024; The number of large and medium-sized exhibitions ranging from 50000 to 100000 square meters has increased significantly, with a year-on-year increase of 11.8%. The scale and structure of exhibitions continue to be optimized. From the perspective of regional distribution, the eastern region has the highest number of economic and trade exhibition projects and exhibition areas, accounting for 67.3% and 72.5% of domestic economic and trade exhibitions, respectively.
In 2024, China’s exhibition industry seized the opportunity of developing the new quality productivity, actively explored the application of new technologies such as human-computer interaction, artificial intelligence, big data, and metaverse, and promoted the accelerated development of new exhibition scenes, models, and formats. In addition, the exhibition industry has become an important platform for showcasing the development achievements of China’s new quality productivity, with strategic emerging industries, future industries, and other popular display contents in the exhibition industry. In 2024, a total of 1064 industrial and technological exhibitions were held nationwide, ranking first among all types of exhibitions, with a significant year-on-year increase of 63.4%.
The pace of market-oriented transformation in the exhibition industry is constantly accelerating. In the top 100 exhibition projects in terms of exhibition area nationwide in 2024, the proportion of government sponsored exhibition projects decreased from 33% in 2023 to 25%. China’s exhibition projects and organizers have further aligned with international standards, significantly enhancing their international influence. As of the end of 2024, 265 exhibition projects in China were certified by the International Association of the Exhibition Industry (UFI), an increase of over 20% compared to the previous year.
Looking ahead to 2025, we can see that the continuous improvement of marketization will further promote the standardized and efficient development of the exhibition industry, and the exhibition industry will accelerate towards a smarter and greener direction. The exhibition industry in our country will continue to maintain a steady development trend and play an important role in promoting high-quality economic development, international cooperation, and opening up to the outside world.
The intersection and integration of digital economy and exhibition economy is becoming a trend, and big data and intelligence will strongly promote innovation in business models and management services. New technologies such as AI will enhance the immersive experience of digital exhibitions, and the digitization of exhibition hall management will promote effective customer docking. In recent years, new technologies have been widely used in exhibition activities, from the collection and statistics of on-site data to the common development of online and offline exhibitions, from the application of information technology to the integration of exhibition technology capital, all fully reflecting the overall trend of “integrated development of exhibition and technology”.

If the central government proposes to promote the resumption of domestic offline exhibitions and support enterprises to participate in overseas exhibitions; at the local level, measures such as development plans, financial support, and industry promotion have been introduced to provide strong support for the sustained recovery of the exhibition industry.
4. Analysis of the aviation exhibition industry
There are already dozens of globally influential air shows, among which the Paris Air Show, Farnborough Air Show, and Singapore Air Show have been long-standing and influential. Although the China Air Show has been established for a relatively short period of time, it has a high starting point and rapid development, and has also entered the forefront, becoming an international first-class air show.
On February 20, 2024, the Singapore Airshow 2024 was held. The narrow body passenger aircraft C919, independently developed by China, made its debut abroad and participated in an aviation exhibition for the first time.
The exhibition forms of aviation exhibitions are constantly being innovated and enriched. At several influential international air shows around the world, the coverage of exhibits has expanded from primarily aircraft and other aviation products to various fields such as land, sea, space, electricity, and the internet. Large international air shows generally include various methods such as static displays, flight performances, dynamic displays, video demonstrations, online virtual displays, etc., integrating professionalism and viewing. Nowadays, the influence of air shows has extended from the economic and technological fields to the political field. Whether it is an emerging air show or a long-standing one, the host countries are all striving to expand the source and scale of exhibitors to enhance their own status and influence.
Taking the 15th International China Aviation and Aerospace Exhibition for example, the exhibition showcased the technological innovation achievements in China’s aerospace and defense fields, and built a platform for domestic and foreign enterprises to exchange and cooperate. The transaction volume of the year’s air show reached 285.6 billion yuan, with 1195 aircraft signed, setting a new high in the number of aircraft. In addition, as the only international professional aviation and aerospace exhibition approved by the central government in China, the China International Aviation and Aerospace Exhibition has developed into a blue sky event that integrates trade, professionalism, and viewing, representing the advanced technology mainstream of the international aviation and aerospace industry today, and is listed among the world’s top five aviation exhibitions.
5. Analysis of the aviation industry of Jilin City
In 2017, Jilin City was designated as one of the first comprehensive demonstration zones for the general aviation industry in China, with obvious advantages in aviation maintenance support, aviation education and training. Jilin Aviation Maintenance Co., Ltd. is the only comprehensive aviation maintenance support enterprise in Northeast China and the largest aviation industry enterprise in Jilin Province. In recent years, with the completion and operation of new projects, its maintenance capabilities have been greatly improved. During the 14th Five-Year Plan, Shenyang Aircraft Corporation and other major aircraft manufacturers plan to release supporting production capacity on a large scale to the society, providing a good development opportunity for Jilin City’s aviation industry.

The Ministry of Industry and Information Technology, the Ministry of Science and Technology, the Ministry of Finance, and the Civil Aviation Administration of China have issued the “Implementation Plan for Innovative Applications of General Aviation Equipment (2024-2030)”, which proposes that by 2027, China’s general aviation equipment supply capacity and industrial innovation capacity will be significantly improved, and new general aviation equipment with unmanned, electrified, and intelligent technological features will be commercially applied in urban air transportation, logistics distribution, emergency rescue, and other fields. By 2030, general aviation equipment will have been fully integrated into various fields of people’s production and life, becoming a powerful driving force for low altitude economic growth and forming a trillion dollar market scale.
The State Council Government Work Report in 2024 proposes to vigorously promote the construction of a modern industrial system, accelerate the development of new quality productive forces, actively cultivate emerging and future industries, and actively create new growth poles such as bio-manufacturing, commercial aerospace, and low altitude economy.
On July 31, 2023, the General Office of the State Council forwarded the Notice of the National Development and Reform Commission on Measures to Restore and Expand Consumption, requiring the promotion of cultural, entertainment, sports, exhibition and consumption; it encourages all regions to increase policy support for activities such as commodity exhibitions, expos, trade fairs, shopping festivals, folk festivals, brand exhibitions, and specialty markets, and further expand exhibition consumption.
The General Office of the People’s Government of Jilin Province proposes to support the development of low altitude tourism routes and encourage the development of air tourism products such as air tours, aviation experiences, and aviation sports in the issuance of several policies to support the development of the general aviation industry. Actively carry out pilot programs for general aviation tourism and encourage key tourist cities and eligible tourist areas to open low altitude tourism routes. We will include excellent general aviation enterprises that develop tourism and aviation products in the province’s support for expanding tourism enterprises.
(2) Resource advantages
Jilin City has great potential for resource development. The installed capacity of power sources in the city is 10 million kilowatts, with an additional 3.279 million kilowatts added during the 14th Five-Year Plan, an average annual growth rate of 8.3%. Among them, coal-fired power generation accounts for 3.07 million kilowatts, accounting for 30.7%; gas power generation of 860000 kilowatts, accounting for 8.6%; wind power is 1.54 million kilowatts, accounting for 15.4%; photovoltaic power generation of 700000 kilowatts, accounting for 7%; 3.5 million kilowatts of hydropower (3.2 million kilowatts of conventional hydropower and 300000 kilowatts of pumped storage), accounting for 35%; 270000 kilowatts of biomass power generation, accounting for 2.7%; waste to energy generation of 58000 kilowatts, accounting for 0.6%; the installed capacity of new and renewable energy accounts for 60.7% of the total installed capacity. It is expected that by 2025, the power generation will have reached 20.63 billion kilowatt hours, and the total transformer capacity of urban and rural power grids will have reached 4891.1 megavolt amperes.
The available land area in Jilin City is 853 hectares, including 74 hectares of commercial land, 500 hectares of industrial and mining storage land, 179 hectares of residential land (including guaranteed land for affordable housing), and 100 hectares of other land (including land for public management and public services, transportation, water bodies and water conservancy facilities, and special land). There is a large stock of exploitable land resources, and newly added and reserved land can meet the needs of new projects. Land prices are at a low level among 41 cities in Northeast China.

The project covers a total area of 100000 square meters and plans to build an aviation exhibition center. The total construction area of the project is 80000 square meters, mainly consisting of a large aviation performance area, a static aviation equipment display area, an innovation museum exhibition area, and a flight experience area.
